Ihk "tariff reformer" wants a "low
tarifl," but he knows that a low tariff
will not necessarily decrease by one
dollar auy tu* es paid by the people to
the trusts, omI that the only ileeroase
will be in tUe tuxes paid into the public
treasury for the common welfare. The
people t listed the protectionists to "re-
form" ihe tariff, and the result was the
McKinley bill. They have trusted the
"tariff reformers ' and the result is the
Wilson bill. The people have yet to
learn that the only "reform" they can
ever secure in by cutting the cancer of
protection out l y the roots, leaving not
u fiber of it, and that this reform can
never come through legislation for no
congress can be elected that will not be
controlled by the trusts. It must come
by the sovereign people.

The industrial depression which litis
heen o marked during tlio past year
upiiears to lie drawing to it close, if we
may jud^e from the opening of mills
and the lighting up of furnaces re-
ported throughout the country, and thj
change .will be most heartily welcomed.
Of course the republicans have never
wearied of laying the cause at the doors
of. the democratic party, when they
kuow full well that the depression had
set in even before Cleveland had been
elected. Many uatliiukin^' and ignor-
ant persons have undoubtedly been
hoodwinked by these abaurdassertions.
There will be a great change however
as sjou as the present tariff bill be-
comes a law, and the close of the pres-
ent administration will be just as bright
as unfortunately the opening was dull.
The seers and wise men who follow in
the wake of the republican leaders will
come to the front oneo more, they will
prophesy just in tho same manner as
they diil previous to the last presiden-
tial election, and it is by no menus im-
probable, nay it is altogether probable
that they will be badly mistaken i

it is theft, that the beneficiary is a thief,
