rules of the Secretary of the Interior,
which govern theactionsof the School

the preference right rule only had
beariug upon agricultural leases
aud did not relate to grazing leases:
in fact, none of the grazing lease*
ever issued by the department have a
preference right clause in them, Uiis
clause only being printed in the
agricultural leases.
Under this construction, if literally
and strictly followed out. the holders
of grazing leases would have no
preference right whatever, but the
Hoard docs not feel that it would lie
good policy to enforce so strict a
holding or construction aud will
endeavor to he as literal as |Missible
in construing the law and bringing
about an equitable adjustment of the
whole matter.
.No detinite plan of procedure lias
yet been decided upon, however, and
lessees should not become unduly
alarmed nor sacrifice any of their
crops or property or spend money in
making unnecessary trips to the
department. Whatever may be the
conclusion, all leases which expire in
ISHHi and 1907 will be allowed to run
for their full period without being
disturbed, and lessees whose leases
expired January 1, l!M f>, are given, by
the rules of the hoard, full opportun'
ity to harvest all crops and move
stock, should they not secure a i-enew-
al upon all the lands under lease to
them. Should there be a public
leasing of any of the lands, all former
lessees will be given an opportunity to
bid on rental of their land on the same
footing as any competitor, and no
bonus of any kiud will be required.
The Hoard, as they always have
done, will use every means in their
power to fully protect every lessee in
his Improvements: will give to every
lessee an opportunity for a hearing
upon any question that will arise
affecting his rights or his pro|M>rty,
and should at any time any change in
the rules involving the holding of any
lessee he made, will give to every
lessee prompt notice, stating fully
what the changes are; how they will
ufTect him and instructing him how to
proceed in the matter. Very res|iect

Union of America, was in

and will canvass Beaver county
in the interest of the order.
This organisation i«commendable
and should not be confounded
with the Settlers' Union
attempted by Shields-Mofllt et al,
because the latter is more for thf
purpose of keeping something
stirred up, or to mislead the
settlers into advancing its
backers politically, while the
Kd ucational and Co-Operative
Union teachcs fellowship,
friendship and brotherly
love and has s tendency to keep
down strife and contention.
A man who made loud pro*
t'essions of religion, but whose
credit was considerably below
par among those who knew him
he.st, cne day heard a rough man
swearing in rather a promiscu-
ous and voluble manner. "My
good man," said the deacon with
an unctous expression, "don't
you know that it is very wicked
for you to indulge in so much
profanity?"
'Well, deacon," said the
profane man, "I guess you're
right. This swearing is all
wrong and the rankest sort o<
foolishness, but then my swear-
ing is like your praying, neither
one of us mean what we say, and
neither my cusses or your

Some of the Globe readers
turn up their noses at the story
in last week's paper about
Wurman's badger. All who
doubt it have only to go to Mr.
Wurman's place if miles esstof
town and see him dig. How does
he get the badger to dig? Well,
that's simple enough. Yos
probably know that this anims!
is very tond of bugs. Mr.
Worinan has a long, slim iron
rod with a sharp point. Wherever
lie wants a hole dug he drives the
rod into the ground—20 inches,
2 feet or 8 feet, the depth he
desires -and dropa in a bug.
The badger is then taken to the
hole and never stops digging
until he reaches the bug. It's
amusing to watch the operation.
The J une or the ordinary 'possum
|k>tato bugs are the best.—

The Atchison Globle relates
that a young man and young
woman recently attracted much
attention by the great show of
affection they manifested in
parting at the Atchison depot.
At last the bell rang and they
kissed several times as the train
started on its way. "Now don't
you fail to write me," the young
man shouted to the girl. Let's
see," she unswered, "what did
you say your name was?"

An Indian Territory justice of
the p «ace, formerly of Arkansas,
was called upon to perform s
marriage ceremony. It was his
first attempt and he was at s loss
to know how to proceed, but, as
the Chickasaw Espreaa reports
it. he rose to the occasion. He
commanded the couple to stand
and be sworn as follows: "Doyon
each solemnly swear that you
will obey the constitution of the
United States and the consti-
tution of the great state of
Arkansas, and perform the
duties of your office to the best
of your ability, so help you
Gody" The couple nodded
assent. The judge continued:
"Then by the power in ine vested
by the strong arm of the law, I
pronounce you man and wife,
now, henrefi rlh and forever, and
you will stand committed until
the Hues and costs are paid, and
and may the liurd have mercy on
