In spite of the coflictingreports
as to the actual existence of hos-
tilities between Nicaragua and
Salvador, the general opinion
seems to prevail that a cla^h is
imminent. The five Central A-
inerican republics agreed to re-
frain from hostilities and to sub-
mit any quarrels between them-
selves to arbitration. It is evi-
dent that the United States and
Mexico will take whatever action
may be necessary to convince
the Nicaraguana, and incident-
ally other Central Americans,
that the peace paot of 1907 must
be lived up to. The Navy De-
partment is co-operating with the
State Department and is prepar-
ed to send marines to^Nicaragua
on short notice. A wholesome
lesson of this kind would be an
excellent thing.

Ever since a coinage was es-
tablished in this country the
principle has been followed thai
the face of a citizen should not
appear on the coins, and the re-
cent decision to substitute the
portrait of Lincoln for the Indian
nead on the cent marks a decided
departure. Washington opposed
the use of his portrait on the
coins of the United Stales. The
-enate favored placing the por-
trait of the President on the sil-
ver dollar and many bu9ts were
made of Washington by the en
gravers in 1791 and 1792, but
none were ever approved by him
and the head of Liberty was fin-
ally adopted The majority of
the early American statesmen
regarded such use of a portrait
as a monarchial practice.

generally expressed that the re
vision may be accomplished with-
out. undue delay. However, fear
of the effect of delay should not

will satisfy public opinion. At
present it is impossible to know
anything on the subject and not
until the discussion has been
taken up in thenewpapernand by
the commercial bodies through-
out the country a id until Con
gressmen begiB to hear from
their constituents will the real
public opinion be known.
The reappearance of public
men st the White House who
have not called there for years is
the cause of much newspaper
comment. There is no reason
why democrats and republicans
alike should not visit President
Taft and disouss public business.
He combines amiability without
weakness and firmness without
being disagreeable. His manner
is|particularl> his own. A good
beginning han been made but the
test is by far the severest that
Judge Taft has ye*stood and h^
progress will be watched-with in-
terest.
