News received from Plymouth that
fifteen men, some of them Americans,
had been drowned when the American
merchantman Vlgilancla. was sunk
without warning by a German sub-
marine, added, if possible to the al-
ready grave view of the situation held
here as a result of the destruction of
the Vigilancia, the Illinois and the
City of Memphis.
Whether the president will hasten
the extra session of congress already
called for April 16, or will take addi-
tional steps to protect American com-
merce without this move was not dis-
closed. No official pretended to know
of his plans.
Preparation for aggressive action
by the navy against the German sub-
marine menace has be.^un at the di-
rection of President Wilson.
«*ixty Submarine Chasers.
The president authorized the ex-
penditure of the I115.000.0U0 emerg-
ency fund provided by congress to
it peed up naval construction and pay
for special additional war craft and
the suspension of rue eight-hour la-
bor law in plants engaged in navy
work.
Immediately afterwards Secretary
Daniels ordered the New York navy
yard to begin building sixtv subma-
rine chasers of the 110-foot type, to be
completed in from sixty to eighty
lays.
Whole Industry to Aid.
Kngines for the chasers to be
turned out by the New York plant will
be bought, from private manufacturers
In time to have them installed prompt-
ly on completion of the hulls. Bids
for two hundred or more additional
craft of the same type, ' coast patrol
boats," as they are designated, will
be opened next Wednesday. Mr. Dan
lels has called upon the entire small
boat Industry to submit figures.
A large number of privately owned
motor craft available for navy use
may be drawn upon at any time. Re-
tired naval officials have been at work
along the entire Atlantic coaBt survey-
ing boats for a month. Navy officials
assert that within four months a fleet
of two thousand patrolB and chasers
will be ready for action. It is planned
to assemble the volunteers within a
few days to begin actual operations as
a matter or training, pending orders
by the president for complete mobili-
zation of the navy.
Submarine Proof Patrol.
In this connection officials say it Is
planned to establish a submarine
proof patrol off the American coast,
Insuring safe passage to and from
American ports for all ships.
Informal negotiations will be start-
ed for a working agreement with Brit-
ish and French patrol squadrons now
endeavoring to protect ships passing
through the German submarine zone.
It Is planned to make American wat-
ers safe against submarines for all
ships with the understanding that
American ships will receive full pro-
tection In the zones from patrols of
the allies.

bringing the Romanoff dynasty to an

The government, pending a meeting
of the constitutional assembly, is vest-
ed in the executive committee of the
duma. and the newly chosen council of
ministers. A manifesto to this effect
was issued by the duma committee.
The Russian ministry, charged with
corruption and incompetence, has been
swept out of office. One minister,

marched into the ranks of the revolu-
tionists.
