WILSON Lnited Press International WASHINGTON (UPIl The most experienced political report- er in this town took a look the other day at Texas politics and came up with the understatement of this election year. These he wrote "are times of confusion." The political reporter of course is the New York Times Arthur I Ilrock dean of the corps of Wash- ington journalists. But the Texas politics was not so confused as to conceal from Krock the peculiar stake of Vice President Lyndon B. Johnson in this election year. For the vice president and Pres- ident Kennedy there is coming a time of decisions. The President must decide whether in 1964 it again will be a Kennedy-Johnson ticket or a Kennedy-someone-else ticket. It is a ruthless rule of pol-i itics that presidents may never indulge themselves in gratitude. Kennedy's decision on Johnson in 1964 will be therefore coldly practical. The Kennedys practice the most practical politics observed here in many a year. They learned it in Massachusetts a better school of practical politics perhaps than any other except the state of In- diana and Cook County in Illinois. J Kennedy is greatly indebted to Lyndon Johnson. Indebted first because Johnson accepted the vice presidential nomination when Kennedy needed him on the 1960 Democratic ticket. Indebted sec- ond because Johnson did what was expected of him he helped prevent a disastrous Republican raid among the Southern states. Johnson has served Kennedy well as vice president. All this is not enough however. i to assure Lyndon Johnsons eligi- bility for renomination. This is the point at which Texas state poli- tics gets into the story. There will be six candidates for the Democratic gubernatorial nomination in Texas' May 5 pri- mary. One of those candidates is John Connally and John Connally is Lyndon Johnsons man. Connal- ly was Navy secretary when he resigned to contest in the Texas gubernatorial primary. It might have been a shoo-in for Connally but the opposition became unex- pectedly tough. Gov. Price Daniel decided to seek renomination. And there it is. If Connally is nominated and elected Lyndon Johnson will be politically secure well entrenched within the Democratic fortifica- tions of the great state of Texas and reasonably assured of renom- ination for vice president in 1964. If Connally is licked Johnson will be reduced to ranks in Texas' Democratic party and the home base fortifications will be com- manded by someone else per- haps Price Daniel. If so John- sons eligibility for renomination in 1964 will have much dimin- ished. ... Lyndon Johnson will be 60 years old in 1968. It is reasonable that Johnson is thinking that he might win the Democratic nomination for president at the end of two Kennedy terms. To be in the 1968 convention contest Johnson needs a constant forum and sounding board such as the vice presidency. If John F.
