Additional context: Newly arrived South Korean international student, Chun Wang Lin, shakes hands with Dr. T. C. Carter, Dean of Administration for Northwestern Oklahoma State University in Alva, Oklahoma. Dr. Carter was a faculty member from 1908-1952, additionally the campus building “Carter Hall,” which currently houses the nursing program is named after him.

This student is in the U.S. during the Korea War (June 1952-July 1953) and is being welcomed on campus for his first semester. There were only three permanent Korean immigrants living in Oklahoma up to 1950, and only 180 by 1960. (https://www.okhistory.org/publications/enc/entry?entry=AS006)

Dr. Thomas C. Carter is of significance to students studying the history of higher education in Oklahoma. Chun Wan Lin is of significance for the same research, and for those studying immigration into the Oklahoma Dust Bowl after the dust storms had subsided, as well as foreign immigration to the state.
