"eight-and-one" proposal under which a
player with eight years of major league
experience could become a free agent
after a one-year option.
John Gaherin, chief negotiator for the
Player Relations Committee, agreed with
Miller that hardly anything important
came out of the meeting
We re trying to work toward an agree
ment, but it s hard to do when you have
no one to work with "
An interested observer at the meetings
was Reggie Jackson of the Oakland A's, a
former player representative Jackson sat
in for nearly three hours before leaving to
catch a plane and said he was sym-
pathetic to the plight of the Players
Association
"I think if more of the players sat in on
these meetings it would be interesting to
them to see what goes on during the
sessions," Jackson said “Many of us
don t know what Marvin is going through
said These letters are misinforming and
we have to spend too much time correc-
ting information for our members
Sometimes I think the letters have been
written up before the meetings start "
Miller said he had plenty of evidence
that the owners were try ing to undermine
a collective bargaining agreement He
cited an example of a club which set up a
telephone questionaire with its players,
then totally reworded the question when
the results were released to make it
appear the players were not in agreement
with the association's position
The owners’ ploy has not been effec-
tive. Miller said but he wants things in a
more fluid state
I don t want to wait for it to be effec-
tive. Miller said
Miller said the reserve clause and the
problem of retroactivity still were
stalemating the negotiations The owners
say a new collective bargaining

The two sides did agree on one
thing-to move negotiations to a warmer
climate so the players, many of whom
already have headed South, could be tun-
ed in to the issues The next meeting was
set for Thursday in Tampa Fla, with all
the player representatives expected to at-
tend
Miller said the player representatives
would hold their own meeting Thursday
afternoon and then a joint meeting would
be set up between the Players Associa-
tion and the Players Relations Com-
mittee with the player representatives in-
vited to attend
Miller said he spent most of Tuesday's
session arguing with the owners over
what he called their attempts to ' misin-
form the players about how negotia-
tions were proceeding
The ink is hardly dry before it's off in
a letter to an employee about what has
been going on at these sessions,” Miller

That would prohibit players from
becoming free agents under court inter-
pretation of the renewal clause
The Players Association says it cannot
bargain away a player s rights under a
legal document if the association did,

Mike Marshall, a pitcher for the Los

would sue if such a situation occurred
The association has proposed getting
players to waive their rights under the

NEW YORK (UPD - Amid a blnding
snowstorm that made the opening of
spring training seem all the more distant,
the major league owners and Players
Association held their 26th negotiating
session Tuesday and once again failed to
move closer to a settlement
Shortly after the meeting broke up
the Players Association's stand on the
reverse clause was strengthened by the
8th U S Circuit Court of Appeals
which upheld earlier arbitration and
court decisions striking at the heart of
baseball s reserve system
The two sides met for slightly less than
four hours and the weather outside was
symbolic of the way things went it was
sub-freezing outside the window and the
atmosphere was just as chilly inside as
raised voices and obscenities echoed
throughout the office of Marvin Miller
executive director of the Players Associa
tion.
