State Farmers Dodging Taxes
That the farmers of Oklahoma are
not paying their share of the federal
ilncome taxes Is the belief of the U S
(internal revenue department and a
(great effort will he made to collect
(taxes from all eligible farmers accord-
ling to instructions received here by
(Hubert I Bolen internal revenue col-
lector ' The fanner must pay Income tax for
(the year 1917 If he has made enough
pff his farm to make him liable and
gnust file a statement of his Income
iwlth the collector The statement
(Should be filed Immediately after the
(close of the year and If It Is not In
the hands of the collector by March
!1918 a penalty of from $20 to $1000

Farmers in figuring now much in-
come they received during the year
are urged to make a list of all the
products raised on the farm whether
consumed for feeding purposes or liv-
ing or family use or sold The value
of crops disposed of must be account-
ed for whether the disposition was
by consumption feeding or sale The
value of all live Btock must be ac-
counted for In like manner When
the product of a farm is sold the
entire receipts of such sale must be
accounted for although only a small
part of the sale price Is profit
From the gross income farmers are
allowed to subtract all the necessary
expenses actually paid within the year
In running the farm such as labor
seeds freight marketing taxes and
other current expenses and interest
on borrowed money Bolen says There
may also be deducted as expense the
cost of small hand tools and lmple
ments but not the cost of machinery
the cost of stock purchased for sale
but not for breeding purposes nor the
price paid for stock which died from
disease or Injury When these Items
are substracted from the gross In-
come the net income Is obtained
Wheat Hoarding Stops
Oklahoma' farmers are not hoarding
their wheat It was declared by G G
Sohlberg member of the sub-commlt-tee
of the milling division of the fed-
eral food administration and Frank
Foltz secretary of the Oklahoma Mill-
ers’ Association
Both say that the disposition shown
In the beginning by growers to hold
wheat for a better price has gone and
that the product Is being marketed at
the price fixed by the government
With the farmer In sympathy with
the food administration policy there
Is no chance for holding back wheat
say Sohlberg and Foltz because the
elevators and mills are under license
and neither can buy or sell except
through the food administration
There Is In Oklahoma at the present
time according to figures furnished
by Sohlberg 10784000 bushels or
wheat On November 1 the supply
was 11600000 bushels Mills have
ground 216000 bushels during the
month and 600000 bushels have been
exported Sohlberg estimates that
local mills and elevators are carrying
about 2000000 bushels which la a
little below normal for this time
Income Tax Returns Due
The collection of taxes Imposed un-
der the new war revnue bill Is well
under way and preparation Is being
made for the Income tax returns
which will be heavier thun ever be-
fore according to Hubert L Helen
collector of Internal revenue Returns
on the income tax will be due Decem-
ber 1
The amendment to the Income tax
law now provides that the unmarried
man making $20 a week be classed as
a man of "means" Next year he will
have to pay his Income tax along with
the men of large salary aud the bil-
lionaire With tho exemption reduced to
$1000 a year there are few men in
business or professions who will es-
cape paying a tax the collector stated
Married men whose Incomes are less
than $2000 a year are exempt
Cotton Men To Give Evidence
The state drew first blood In the
cotton anti trust hearing begun by the
corporation commission by winning
Its contention that the cotton oil com-
panies be required to file answer
within thirty days containing informa-
tion desired by the state
Upon the ruling of the commission
the cotton oil mill companies will bo
required to tell the price of cotton
s6ed that prevailed at each gin eacn
day during the past season the
amount of seed purchased by each
company the number Df gins owned
by each cotton oil company and the
number ef gins controlled through
mortgages This Information will bare
to be In the hands of the commission
within thirty days The effect of the
order Is to have the cotton mill com-
panies furnish the testimony whlob
will be used In their proeecutlc"
Fire Insurance Companies Barred
Three fire insurance companies do-
ing business in Oklahoma having their
home offices in Germany are put out
of business through an order issued
by W G McAdoo secretary of the
treasury under the tradlng-with-the-enemy
law The companies are the
Hamburg-Bremen Fire Insurance
Company the Aachen-Munlch Com-
pany and the Nord Deutsche Com-
pany Secretary McAdoo’s order requires
that the business of all Insurance com-
panies incorporated In Germany or
“ally of enemy countries” be liquidat-
ed with the exception of life insur-
ance companies which are allowed to
continue existing contracts
The Hamburg-Bremen Company is
hardest hit in Oklahoma by the rill-
ing Tom Karp brother of Adjutant
General Ancel Karp has built up a
state agency with this company and
has policies throughout the state Mr
Karp Is special Oklahoma represent-
ative for the company
The Aachen-Munlch and the Nord
Deutsche companies have agencies In
the state but have not carried on a
great deal of business
Governor Names Home Guard Heads
Governor Williams has announced
a number of additional home guard
appointments in counties where no
home guards have been organized or
where the guards are In process of
organization

listed as the total resources of Conrad
B Stevens farmer of Gracemont
Caddo county who has filed bank-
ruptcy proceedings Dry weather
through the growing season and "sick-
ness in the family" are said to be the
cause or Stevens' collapse in this
the most prosperous of all years for
Oklahoma farmers Liabilities are
listed in the petition amounting to
$1782 This Is the first bankrupt
farmer In more than a year
Supreme Court Gete Building Suit
A suit to determine the status of
the state public building fund was
filed in supreme court Attorney
General S P Freellng and State Audi-
tor H B Howard are parlies to the
suit which will determine whether the
interest and surplus accumulated in
public building fund now more than
$200 000 may be used in the construc-
tion of state buildings Several appro-
priations were made from the build-
ing fund by the sixth legislature but
have been held up pending a decision
in the matter
Special Probe of Refinery’s Assets
A special representative of the Btate
win make an investigation of the
properties of the Indiahoma Refining
Co to determine how much this com-
pany should be aBsossed The com-
pany was assessed at a little more
than $100000 last year This year the
board placed a tentative assessment
at $1600000 It was admitted by a
representative of the company at the
board meeting that the company has
assets of more than $2000000 but It
was asserted that a large part of tha
assets were outside the state
