Because of Japan's political
and economic vulnerability, she
has been humbled by threats of
a cutoff by major Arab oil
producers, and even producers
of less essential raw materials
may now be able to wield
considerable political clout
against her by threats of
embargos.
The cause and extent of
unrest on the China mainland is
less clear because of China's
isolation.
Huang Chen, head of the
Chinese mission in Washington,
has been absent from his post
since December, and David
Bruce, head of the U.S. mission
in Peking, was called back to
Washington shortly before the
discontent came to internation-
al attention.
Bruce was recalled ostensibly
to help Secretary of State
Henry A. Kissinger work on
international energy problems
and European economic mat-
ters. This explanation was
generally regarded here as a
cover to get Bruce out of
Peking at a time of political
uncertainty.
Should the faction in China
headed by Premier Chou En-lai
win the power struggle once
again, the bridge of detente
between Peking and Washing-
ton should remain intact.
Should a more militant faction
emerge, it is uncertain what
will happen to detente
Thus, after only two years of
the much publicized thawing of
relations with mainland China,
detente is being put to a severe
test by internal Chinese unrest.

is being jarred profoundly by
developments in Japan ’ and
China.
, Japan, long considered vital
to the U.S. concept of security
in Asia, has proven acutely
vulnerable to economic and
political pressure-most recent-
ly in the energy crisis. Some
U.S political and business
‘ circles are questioning how
strong a chain can be with a
link so subject to pressure.
In China, the emergence of
another "cultural revolution"
has prompted the recall of the
, heads of the U.S. mission in
Peking and the Chinese
mission in Washington, and
cast clouds on the future of
Sino-American detente.
There has been deep past
debate within official circles
here whether Japan or China
, should receive the staunchest
American support. In the years
when "China" was regarded as
Taiwan, the tilt was to Japan.
With the advent of detente, the
there has been a greater
leaning toward mainland China
Energy Crisis
• Recent developments, spin-
ning from the energy crisis in
the case of Tokyo and domestic
discontent in the case of
Peking, make it unclear the
direction of either country and
what it all portends for future
relations with the United
