Convention.
The democrats of Roosevelt town-
ship held an enthusiastic meeting,
Saturday night and felected two
delegates to attend the Eniti con-
vention on April 22nd, and five del-
egates to attend the convention in
this city, April 16th.
The following delegates were ele-
cted to Enid: T. S. Hine and Mr.
Gladstone.
To Hobart: T. S. Hine, Mr.
Gladstone, Clay Hood, Joe Hood
and Mr. Humble.
The mothers meeting nt the Em-1

nila and Placed in Charge
Washington, March 17. --The
l*o«t today says:
Lieut, ('.en. Nelson A Miles of
the army made a specific request to
the War Department lo be sent to
the Philippine Islands and in con-
nection therewith submitted a plan
by which, in his opinion, the war
could be brought to an end without
| further lost of life to either side.
I He proposed to employ methods
similiar to those used by him so
successfully in his Indian campaign.
Secietary Root, after due con
sidcration, denied Gen. Miles' re-
quest and disapproved the plan sub
mitted. The papers so indorsed by
the Secretary were sent to the
White House ami the President
subsequently cor.cerred in the Sec-
j retary's action. The final indorse -
I ment, deposing of the matter, is
said !w bear date of March 5. 190 .
In effect President Roosevelt and
Secretary Root hold that the war in
the "hilippines is already at end, or
virtually so, and that the adaption
of Gen, Miles' plan, involving a
change of policy in dealing with
the inhabitants of the archipelago,
would be unfair to those officials,
military and civil, whose worn has
brought about almost complete pac-
ification,
