The Anadarko Tribune in last
week's issue voices the general
complaint of tlie three new counties
that none of the money derived
from the sale of the townsite*. and
appropriated by coogre*# for pub-
lic improvements for the counties
expended. The people are com
plaining against their respective
county commissioners, and claim
that the fault lies there. The Tri
bune shows that fault is in the
Interior Department. Nearly a
million and a half dollars was de
rived from the sale of townsites and
over four hundred thousand dol
lars war. appropriated by coiigret s
last fall to 1m? expeuded. and yit
not a cent has been spent. A*
result the county prisoners have 10
be translated to other counties-
for safe keeping, and those kept at
home were necessarily ixwrly pro-
vided for. All the back fees of tlu
appointed county officers are out
standing, and the is a general voin
demanding that two years is long
enough ao have straightened thes<
things out.
It is hard to conceive what good
can 1* derived by this delay. Tb
Tribune thinks that the reason that
the expenditure of the money is be.
iiig deferred is for the purpose of
receiving interest on the sauie in ils
present custody. Wherever^ the
fault lies, two years is surely time
enough to have given the new
counties the money needed in the
building of school houses, coin
houses and jails, as provided for b>
congress, and the people are not to
be blamed if they complain.

Speed will leave here next week for
the counties of Kiowa, Comanche
and Caddo, uixm instructions from
the department of justice at Wash-
ington to secure evidence for the
purpose of instituting proceeding
against county officials upon the
charge of alleged frauds in the let
ing of bridge contracts. Some time
ago the interior department sent
engineers to the new country to in-
spect the piers and bridges to as-
certain if they were properly con-
structed. In some cases, it is assert
ed, that the piers were placed upon
a mud foundation, and in other
cases the work not done as the de
partment desired.
Other charges are made that the
government and counties both paid
for bridges, and that piers were
constructed in one place, when
they should have been on other
sites. It is not improbable that con-
tractors will also be made defend-
ants in these cases, if they are in
stituted.

Attorney General Roberts in
recent opinion holds that one-hnlf
of the taxes assessed in the spring
of 1903 will become delinquent on
the third Monday in January, i<*>4
and the second half on the third
Monday In January, i9°5- ^ rc
quest for an opinion on the subject
came from T. A. Kdwards, county
attorney for Washita county. The
law provides that one-half of the
taxes becomes due on June 15 of
each year and the second half on
December 15. There is nothing in
the statutes which says positively
when all taxes becomes delinquent
it being simply stated that taxes
delinquent 011 the third Monday in
Janvary of each year. As the lirst
half is due in December and I he-
second half in June of the year fol
lowing, the attorney general holds
that the second half could not i>os
sibly become delinquent before
they were due, therefore the second
half is not delinquent until just
one year after the first half becom-
es delinquent. The attorney gener-
al says the statutes of Oklahoma
is very shy of facts on the question.

Washinfton, July 22.—Charles
Hedges today was removed from
the office of the superintendent of
free delivery, of the post office de-
partment, on the charge of falsify-
ing his diary and loaning his trav-
eling commission. It is charged
that he reported himself at various
places when in fact he was not at
those places on the dates mentioned
in some instances lieing hundreds
of miles away.
