Anyone that was atGuthrie and saw
the swarming of the land hungry les-
sees at the time the Lesseb Lobby dic-
tated the School Land Hill can easily
perceive that a little joker was si ipped
into it "lo do" the people, and to fur-
ther the schemes of the lesses. This
joker is section 17.
A great pretense is made that the
"bill gives justice to the lessees * * *
and justice to * * * the public by com-
pelling every tract of laud to be sold
at public auction to the highest bidder,
liut this Section 17 provides that
every bidder must put up "cash or its
equivalent" equal to the amount -of
the appraised value of the tenants im-
provements. Anyone who,knows any
thing of the methods of the Lesses Un-
on realizes that these appraisements
will be sk.v high, especially as every-
one who bids against a lessee will
have to put up this sum in actual cash
while the tenant puts up nothing.
Does this look like a public auction
to the highest and.best bidder? Would
the tenant's interests have been jeo-
pardized if this money was paid after
the land was knocked off to the pur-
chaser? If a lessee's improvements
are.appraised at three thousand dol-
lars, and twenty men wish to bid, then
sixty thousand will have to^be put up
in cold casli^before the^bidders can
open their, mouths. Besides after a
tnan_has hustled around and got up
bis cash deposit and after he has
stood for hours in the sun and bid in
u/claim, then , thejessee can step in
and take it off his hands, and all the
bidder gets for his trouble.is the ex-
perience.

cost $:< 44 plus one on exchange at 32
cents. The same books a year ago
would have cost us $«.85. This is the
way it works. This is the law, lie
upon lie has been printed about it all
ovei Oklahoma. These same things
were printed and circulated about the
text book law up in Kansas when the
populistic legislature of 1893 enacted
the satne law. Thai law is on the sta-
tute books of Kansas yet, and the Re-
publicans have had a half do/.en leg-
islatures since. This law, in Oklaho-
ma will stand the test of time and in
days and years to come the people
see its wisdom and its justice.—Waki-
