The New State
The new state of Oklahoma has
the latest and the finest opportunity
of any commonwealth ever estab-
lished on earth to make itself the
bent of all those wLich have preced-
ed We have before us the exper-
ience of every other organised com-
munity We have their success to
encourage wo have their failures
and errors to warm and to guide
our steps
The first and greatest of all duties
imposed upon our citizenship is' to
see that the constitution is so drawn
' the representatives of the people so
chosen that the legislature and the
legislation which will follow will
indeed be uji to the highest stand-
ard of excellence The duty is in-
cumbent therefore upon each citi-
zen and every citizen to clo his civic
duty in attaining a eon summation
so dcvoutedly to he wished
A matter of piiinary coiiseijuenie
in the organization of the new state
is so to frame the constitution and
the laws under it as to discouiage
prevent and efficiently control cor
rupt practices in so tailed politics
The laws should be framed so that
men would not be tempcd to usj
money or improper means and in-
fluences in t timing elections or in
promoting legislation favorable to
private interests and injurious to
jiublic interests In order to ac-
complish this meins should be pro-
vided for complete publicity with
regard to all campaign contributions
either directly or by the most ic-
inote indiiection
The j eopie of Indian Tesiitnry
will be face to face with Hiditli in-
terests immediately which are now
speculating upon their rights and
interests which are establishing
crafty and stealthy monopolies to
the serious injury of the customer
including every single solitary
householder in Indian Teraitoty
without exception
These monopolies flagrant in-
stances of which are the monopolies
of eoal oil lumber transportation
etcetera will undertake to shelter
themselves through a skillful man-
ipulation of the st Ues of the new
state Their representatives will
have tin backing of unlimited cap-
ital The men who would repre-
sent the interests of the common
people will have no organized wealth
at their back and the only wav to
secure fair play for the people them-
selves is to prevent the use of mon-
ey and other unfair means in the
control of elections in the new state
Ono of the first statutes which
shpuhl be written in capital letters
upon the records of the new state
should he “Corrupt Practices Act”
assuring a pure ballot and a freo
vote
Noth parties should rejoice in the
making effective such a law but
neither party ca i be relied upon to
accoiujilish tills work unless the
good citizen tike sufllcient interest
In pullio affairs to make his vote
lod hi personal influence fclii It
is a shameful thing i I the orga ilz
tion of the new sta‘3 for bauocsi
men who have so much at stake to
sit supinely by and allow the elec-
tions to ha absolutely cruitroled by
these who have no other interest
than merely the attainment foreome
selfish interest It is to this apathy
indifference neglect of eivio duty to
which is due nearly ovary weak hhs
of government No government
can rise higher jthan its source' If
tho new government is to raise do
the highest ideas and the greatest
degree of excellence it mi’Ht do so
by the jiarticijuition by the active
interest and tho jierformanco of
duty of each man in the community
