State Debt Continues to In-
crease Now More Than
$3000000
Guthrie Okla July 14:— Gov-
ernor Haskell and his democratic
press bureau are busy just now
trying to explain away the large
- state debt which the democrats
have piled up during a little over
two and one half years of demrr-
cratic administration
' The governor attempts to de-
ceive his hearers by stating that
the cause of the debt was the large
number of outstanding warrants
which were inherited from Oklaho-
ma Territory As usual the gov-
ernor’s figures are based upon fic-
tion not facts and are easily dis-
proved by the records
The fact is that the state receiv
ed from the territory Tieasurer
the sum of $93258488 cash and
in addition to this $4931112 was
paid into the state treasury from
the several county treasurers of
Oklahoma Territory the sum being
back taxes This makes a total of
$98189600 received by the state
treasurer
The total amount pf outstanding
territorial warrants of every de
scriDtion including all interests
paid on same up to the time of
their redemption was $90304246
This makes $7885354 in the
hands of the state treasurer from
territorial funds after he had re-
deemed all territorial warrants
u addition to this an examina-
tion of the records of the public
land department shows that L D
Marr secretary of the same de-
partment received the sum of
$33362578 which added to the
$785354 makes a total of $412-
47972 cash received by the state
from the Territory in excess of all
territorial liabilities
In spite of this large cash "asset
received from the territory on No-
vember 30 1909 there was out-
standing $146000000 in state
bonds and $16155261 in state
warrants making a total ‘gross in-
debtedness of $307555261
There was at this time in the
state treasury however the sum
of $1066429-77 and deducting
this from the gross indebtedness
leaves a net state debt of $2009-
131 84 on November 30 1909
These are official figures from
the official records and can not be
disproved unless records are falsi-
fied and this too under a constitu-
tion which says that the state debt
shall not at any time exceed $400-
00000 Since November 30 1909 $750
00000 of the public building war-
rants have been issued and in ad
dition a large amount of other war-
rants to meet current expenses
and the extraordinary expenses
and appropriation of the special
session of the legislature sufficient
to make the debt at this time un-
doubtedly in excess of $3000

We your committee elected to
J
audit the Books of said District
herewith submit the following re-
port and recommendation for our
consideration:
The work done by your' compnit
tee embraces a period of two years
from the annual school meeting of
1908 to the annual scoool meeting
of 1910 giving a fulkand complete
account of all moneys received
from all sources and all money ex-
pended to the Several accounts as
shown and itemized on ledger
Each and every warrant that
has been paid for the two years
mentioned has-been carefully read
and placed to the account to which
it properly belongs thereby enabl-
ing us to arrive’at the different
items of Expenses and cost of
teachers salary building school
furniture interest on warrants in
cidentals etc
W'e do not hesitate to state that
we find the finances of this school
district in a deplorable condition
and in one or two more years' of
reckless extravagance of our fin-
ances we will become bankrupt
It will now require two years of
taxation without any expenditures
to pay the outstanding warrant in-
debtedness and interest on bonds
and it appears to your committee
that in the construction of our new
school building at a total cost in-
cluding grounds and side 'walk of
$4877963 that there has been a
reckless expenditure of money of
this district and we do not with-
hold criticism for the wilful neg-
lect of their duties as custodians of
the school fund entrusted to their
care and keeping to make pay-
ments on estimates without first
investigating outstanding claims
filed with bonding attorneys and
various other that should have
been paid with each estimate sub-
mitted and whether the $481-25
paid to a member of the' board as
sub-superintendent in' addition to
$135494 paid to J Ira Jones as
architect was wisely and legally
expended is verj questionnble
We also find that paying warrants

and others out of their registrarion
number has resulted in the holders
of teachers warrants that should
have been paid out of 1909 taxes
to wait indefinitely for their money
However the school board to com-
plete the new school building was
doubtless under obligations to pay
the above named warrants and we
think it commendable on the part
of the Banks of Walters to furnish
the finances to complete the school
building
We find we have paid out in the
two years mentioned to the differ-
ent funds as follows: Salaries 14-
53215 building $5199366 Fur-
niture $362822 Incidentals $2-
35780 Interest $56735 Rent
$755 5) and also we have an out-
standing warrant indebtedness as
shown by unpaid warrants of $24
38199 and other claims filed for
which no warrants have been is-
sued as follows: Block-Way Hdw

Fred D Hannan $223471
Walter Hdw Co $14 60 and M
W Welch Supply Co $41349
making a total indebtedness of
$2759602 Warrants and claims
outstanding $6309603 cash on
hand $322134 leaving our in-
debtedness to'date $5987468
With the restrictions of our tax
levy for Bchooj purposes and our
outstanding warrant indebted
ness drawing 6per cent interest it
is a serious problem as to how we
will run our schools without get-
ting further involved frpm year to
year
We your committee recommend
curtailment of expense at every
possible point and if possible elim-
ination of music and special studies
ai a small number is benifited
thereby ’ Give each-teacher a full
school room or as iJrge'a capacity
as each teacher may handle and
consume less time in school en-
tertainments We further notice that the sal-
aries of teachers have been in-
creased from year to year large
sums have been expected for type-
writers and pianos which has
greatly increased the cost of main-
taining our schools and we recom-
mend that the Board keep down all
useless expenses
We think that substitute teach-
ers when engaged should be paid
from the regular teachers salary '

nominated We believe that the
time has come when we should se:
ect a man for this high office who
is absolutely free from tarnish of

is an able fellow and no doubt

announcement of J B Selman as
candidate fur the office of ’Justice
of the Peace subject to the ac-
tion of the Democratic primary

Judge Selman is a life long Dem-
ocrat he has always been in the
front ranks fighting the battles of
his party He has the respect of
not only his own party members
but the respect and esteem of all
who kpow him His long services
to his country in office of this char-
acter fits him for the position he
now seeks The Journal while a
Republican paper knows that Judge
Selman if nominated would be
elected and would prove 'an honor
to his party and to the office
Mr Selman is not only fitted for
this office but the party owes it to
him as a compliment for his loyalty
and service to the party
District No Six is composed of
Strauss Beavor Hulen and the
east half of Crosby and Lincoln
townships and Mr Selman solicits
the support of ths Democratic vo-
ters in these townships
The trouble with most young men
is that they do not understand the
dignity of manual labor They do
not realize that honors and fortune
may be more readily gined outside j
of the so-called learned professions
than in them and that it is just as
honorable to swing a hammer or to
hold a plow as it is to make a
speech in court or to amputate a
limb The lesson young men
should be taught as early as pos-
sible is that it is not so much what
a man does for a living as how he
does it and that manual labor is as
honorable as any other

day morning the house of Otho Ol-
iver in the south part of town was
