A Determined Trust Policy.
President Roosevelt assumes
that the country is fully informed
as to the existance and general | S
abuses of the trusts. He wastes §
little time in denouncing corpora- ; £
tions, but addresses Congress on | 8
the subject of remedial procedure, j g
He declares that the Bureau of j ^
Corporations is ready to furnish
such information concerning the
cost of production, and practices
of corporations and conditions
of trade as may be demanded
as may be made public without
inflicting unwarranted injury
on those concerne to which such
information relates. He defines
the policy of the Bureau as seek-
ing constructive legislation, not
destructive prosecution. He has
met with helpful co-operation in I
j this policy, and assumes that the I
time is coming when many heads j
of corporations will voluntarily i
adopt the business policy of j
j dealing fairly with the public for
1 selfish reasons, if for no other.
He advises "moderation, good;
! sense, the earnest desire to avoid \
doing any damage, yet the quiet
determination to proceed step by
step, without halt or without
hurry, in eliminating or at least
minimizing whatever of mischief
or of evil there is to interstate
commerce in the conduct of
great corporations."

the Interstate Commerce Com-
mission to revise railway rates,
the determined rates to stand
pending a review by a proper
court, if an appeal is taken.
