Dispute to be Settled
Minnesota is to provide the oc-
casion lor a definite ruling at
last upon the question of
jurisdiction which has been th
cause of so much recent dispute
between state and federal courts
The matter promises to be
settled speediiy and will of
course be settled Anally as well
This is a prospect which has a
most pleasing aspectfor thenum-
erous instances of late of conflict
authority between state and gov-
ernmental judges has not been
calculated to prove healthful to
tbe national life
In the Minnesota case the
matter to be decided involves the
right of a federal jurist to fine
the officer of a state cdurt who
fails to accept as final the order
of the former and who instead
seeks in his own court to block
the carrying out of the federal
judge's order
Supreme courts are somewhat
like juries in their ability to de-
cide contrary to the general ex-
pctation so speculation regard-
ing the outcome of the Minnesota
trouble can be but guess work
A very firm basis on which to
base such conjecture is found
however in what it appears
would be the best result which
ciuld come to the nation from
the settlement of the trouble
Hazarding an opinion in ad-
vance it cannot but seem that
the federal court’s power will be
declare 1 superior to that of the

were toobt in it is not easy to

central governing- power should
be
If there is conflict between state
and federal laws thee laws
should be at once harmonized
Indeed they must be so changed
unless it be decided that national
statutes shall be displaced by
those of the several states when-
ever the two conflict The Dem-
ocrat does not believe a state
needs so great power as the lat-
terj action would bestow and
therefore hopes to see an under-
standing arrived at which shall
take no just power from tbe state
but which shall at the same time
recognize the necessity for
national rule over the whole
people's affairs
Thu newspapers of every
town and city in the country are
doing every thing in their power
to restore confidence and main-
tain the public credit at this
particular time and in recogni-
tion of the fact every business
and professional man in the
country ought to patronize his
home newspaper as liberally as
possible Instead of withdraw-
ing advertisements more space
should be taken The time to
advertise most heavily is when
ti nes arc dull
No max can always have
measures to suit What is ex-
pected of this legislative body are
laws in accordance with the ex-
pressed will of tbe people That
done all else is mere detail
Denver seems to be the ob-
jective point of all Democratic
statesmen jjt now But of
course allot us want to see and
here the naming of the next
president
When Europe talks of war be-
tween the Ui ited Srates and
Japan the thought is suspected
to be an offspring from the wish
Denatured alcohol retains a
great deal of its surly nature and
refuses to appear in commercial
quantities
Only a shortage of cash pre-
vents an unprecedented organiz-
ation of trusts combines
