ture to bring about conditions which
will make possible a marked improve-
ment in the express service through-
out the country, '•"■ere announced last
night, by J. W. Maxwell, local rep-
resentative of the American Railway
Express Company. A "Better Senice
Campaign'* will be undertaken by the
135,000 men and women employed in
the express business, for the purpose
of ra>sing the standards of packing,
wrapping and marking express ship-
The drive will start on February 10
in every rity and town in the country
It will comprise a campaign of edu
cation and appeal among express em
ployes simultaneously with a wide
spread effort to secure the co-opera
tion of the shipping public along the
same l:nes. No new packing or mark
ing rules have been adopted for the
campaign, but express drivers and re-
ceiving clerics will be instructed here
&fier to insist, firmly but courteously
that the rules already in force be
strictly adhered to.
The chief purpose of the "Better
Senke Campaign" is to check, once
and for all, the waste of time, effort
and money that result from lost or
damaged shipments. It is a source
of dissatisfaction and annoyance to
both shippers and the carrier and
tends to impair the express service
It is expected that all who ship by ex-
press, and 300,000,000 are annually
traveling that way, will be keenly in-
terested in the forthcoming drive
because it so intimately concerns the
transportation end of many different
trades and industries, some of which
depend almost exclusively upon the

made this statement today: "It is an
acknowledged fact that the average

satisfied customer as a direct asset to
his business. He would do nothing
that might jeopardize his good rela-
tions with that customer. But if the
goods he sent the customer arrived
in bad order, if the contents are dam
aged or pilfered because they were
exposed during the journey, or if
maybe, entire shipments are lost be
cause of inadequate marking or inse-
cure packing, the customer may not
wait long for explanations, but place
his business elsewhere.
"In such a case, the payment of the
claim by the express company does
not remedy the evil or serve to en-
courage more business. It is a cost-
ly and unnecessary waste and both
the shipper and the consignee are dis
appointed and disgruntled, while the
express company itself is faced with
the necessity of practically buying in
the goods. A general dissatisfaction
with the service is inevitable—and no
one is the gainer.
"We believe that there is a remedy
for this evil in the fact that the loss
of or damage to shipments can
many cases be attributed to the un-
safe condition in which it is turned
over to the express company to handle

ment started right seldom goes
wrong. "Starting right' means sim-
ply that it has been securely wrapped
and packed, that it can sto.nd up for
itself and is plainly and properly
marked, not only with the name and
address of the consignee, but with
those also of the shipper. The use of
a poor quality of paper or twine or
inattention to the condition of ship-
ments turned over to the express ser-
vice is something which we are trying

official opening of the drive, every
agent at all important pqints. will call
different classes of his employes to-
gether at convenient periods and ad-
dress them, urging their active par-
ticipation in the campaign, first by
improving conditions inside of the
ranks and then by securing the coope-
ration of the shipping public with
whom they come in contact. Similar
meetings will be called on every Tues
day during the drive.
"Four minute" speeches will be de-
livered by the local'txpress heads or
specially selected subordinates, and

will be appointed in the local express
organization in every city, composed
of five men from each of the several
operating branches. In this way, the
objects sought will be outlined to the
vehicle men, the platform men, the
office and claim bureau employes,
the messengers in the cars and the
agents at smaller points.
A determined effort will be made
during the campaign to eradicate
what is known as the "No Mark" evil
From July 1 to November 30, of last
year, 127,859 shipments, an average
of 25,500 a month, were turned over
to the "No Mark" Bureaus maintain-
ed by the company, because all means
of identification of either shippers or
consignees had been lost, and their
delivery, except in a few cases, made
impossible. Personal baggage, hard
ware and automobile tires comprise
the largest proportion of the "No
Mark" shipments, which are attribut-
ed largely to the failure of shippers
to mark clearly and to pack their
goods substantially. With the help
of the shippers and through the in-
fluence of the campaign, the express
company hopes to solve this problem.
Many "No Mark" shipments lose
their individual character because the
single tag upon which a shipper de-
pends to carry his package to destin-
ation, is torn off. The use of tags at
all is discouraged by the expressmen,
but where it is absolutely necessary,
shippers are urged never to use less
than two. With personal baggage
sent byjexpress, it is wise to enclose
the name and address cf the shipper,
in case further identification is nec-

of shipments in transit is the use of
a poor quality of wrapping paper and
twine, or an insufficient quantity of
good paper. Old or second hand car-
tons and other containers, which do
not stand up or carry several old
marks, are found to be responsible
for many shipments being damaged,
wrongly delivered or going astray.

The "Better Service Campaign"
will be conducted for the purpose of
bringing about a betterment of the
express service, in the interest of the
people who depend upon it or use it
occasionally. But its success de-
pends largely upon the response and
cooperation of the shippers them-
selves, in the opinion of the officials
of the express company directing the
drive, and there are many indications
that this help, on the part of the pub-
lic, will be forthcoming.
