7 article 1 of the constitution by pro-
viding that upon the petition of 25 per
cent of the qualified electors of any In-

governor shall call a special election
to vote on whether or not the sale of

the licensing of the sale of liquor to
be drunk on the premises at an an-
nual license fee of 2000 and the other
