0« July 3, 1903, the acting sea
retary of the interior approved the
following regulations governing
the grazing of cattle up™
, the the public domain of the
Cherokee nation, to carry out the
provision of Section 72 of the act
;July 1, 1902 (32 Stat 716):
1 "1 hat persons desiriug to intro-
j duce or graze cattle upon the pub-
lic domain of the Cherokee nation
shall first make application to the
Uuited States Indian inspector for
the Indian Territory, and shall pay
to the United States Indian agent
at Union agency the rate of one
dollar per head lor cattle desired to j
be grazed ihvreon, which amount|
shall he paid prior to the time the'
cattlfe are so introduced, and that a
description of such cattle, iucldinjj
the brands, together with any other
debired information, shall be furn-
ished, and the parties h introduc-
ing cattle shall agree to take such
measures as may he necessary to
prevent steclr s0 introduced from
encroaching- upon the lands of ad
jaiaing allottees.
"Where eattle are confined to
fenced or enelosur . o> p s u

leased by individual citizens, a
grazing lax on the unselected por-
tion ot such pasture shall be "based
