Vital Defect Found in Indian Terri
lory Grant
Says a Washington (D C) special:
A vital defect has been discovered in
the - existing law granting rights of
way to railroads in the Indian terri-
tory There is no provision it ap-
pears by which a railroad company
may issue mortgages on their road
and the issue of bonds is not clearly
defined Neither does the law make
provision for serving notice of con-
demnation and other proceedings up-
on the Indians
The present law was passed two
years ago and under it a number of
' railroads have been constructed in
different parts of the territory The
defects of the law were discovered
when the companies began to seek a
market for the bonds to raise funds
for the buliding improvement and
equipment of the roads To remedy
these defects as well as to provide a
general railroad law for the territory
the department of the interior has
prepared a general bill which has
been Introduced in the house by Mr
Curtis of Kansas

made against the action of Mr
Hitchcock secretary of the interior
and Mr Jones commissioner of In-
dian affairs in leasing lands on In-
dian reservations to cattlemen He
sustained the action of the secretary
and the commissioner Ever since the
interior department officials adopted
the policy of compelling the cattle-
men to pay for the use of public lands
there haB been a protest over nearly
every lease that has been proposed
Stories have been sent to the east-
ern papers asserting that the in-
terior and Indian departments were
planning wholesale leases of Indian
lands in the Dakotas in Oklahoma
nd the Indian territory" and that
the Indians were to be robbed of
their rights

The executive committee of the
Louisiana Purchase Exposition asso-
ciation of the Indian territoy met at
South McAlester
The members of this committee are
not leaving a stone unturned In their
efforts to represent the Indian territory
at the World's fair In St Louis to its
best advantage They propose to erect a
building of coal and granite taken from
the mines of the territory and to be
known as the Indian territory building
The architecture of this building has not
been decided upon yet but will be at an
early day
Several contributions from citizens of
St Louis have been received by members
of the executive committee of the In-
dian territory and they are very jubilant
over the chances of raising a sufficient
fund to exhibit the products to the out-
side world in creditable shape’
