For Removal of Restrictions
(By Ik Auarialtd Pim) ‘
MUSKOGEE July 19 — Effort
looking toward the winding up of
all pending affairs of the Five Civi-
lised Indian tribes in the course of
ihg next (out years thereby placing
the tribes in a more favorable posi-
tion for removal of all restrictions
has been anounced by Yictpr M

Choctaw Indian superintendent of
the agency here Some degree 'of
success has already been reached
with this end in '-view Mr Locke
announces several long-pending and
complex cases having been cleared
up
Coupled with tho announcement
the statement is made that the tri-
bal property affairs of the Chero-
kee Creek and Seminole tribes have
already been practically settled
leaving the disputes of the Choc-
taws and Chlckasaws to be given
more attention during the current
administration Observers of exist-
ing affairs of the latter named tribes
are conflicting in their estimate of
the time to expire in clearing up
matters but Mr Locke hopes to
have these tribes ready for restric-
tion release in four years
History of the five tribes dates
back to the time when they fit at
camo to the old Indian territory
witn no desire to abandon tribal
traditions or for self-goverB lit

Claims Htill Fending
In J9h under terms of the
Atoka Agreement and the supple-
mental agreement of 1903 the gov-
ernment agreed to the winding up
ot the effalrs of the Choctaws and
Chlckasaws but today membera of
the agency say because of the pe-
culiarity of tne properties of I it) IQ
two tribes and Hie markets theio-
for little proi-ois has be ill matin
in settling their claims Coal and
asphalt are tno chief mineral re-
sources of these two nntioes anti
due to the strained condition of
these minerals there still remains
many eases to be settled
The Dawes commission sent here
from Washington In 1903 repotted
back the belief that the affairs of
these tribes could be taken' core
of In five or rlx years but after
several legal tangles and the en-
lollment of the five tribes this
work was abandoned This placed
the work up to the Indian depart-
ment at Washington which during
the last tew years has been ope-
rating with ultimate removal re-
stritions in view according to mem-
bers of the agency
Tribal government among the In-
dians has been long abolished al-
though several of the tribes still
retain their old form of government
and powerless chieftains The
Cherokee lands have been divided
and with the exception ot a few
restricted Indians members of 'this
tribe look after their own affaire
