torial board of health, malcintr an ef-
fective quarantine against all infeci-
[ ed portions of the country effective
at once, Dr. B. F. Hamilton, of Shaw-
nee, who is a member of the territor-
ial board, today said:
"On Au?. S, I phoned the-secretary
of-the b ard, requesting that notice
be sent to all counties bordering the
south ard east part-, of ihe territory,
to establish what was practically a
quarantine against all parts of the
country where yellow fever abound*.
The board further carried out this
work by making the quarantine strict
regarding all travelers and insisting
on a health certificate from everyone
who desired to make a trip any.

"In regard'to this certificate, I will
state that it must be Issued by either
the county board of health and count-
ersigned by a-member of the terri-
torial board as any state or territory
will nut recognize any other than
that kind of certificate. Certificates
signed by any physician are not good
and the holder can expect no action
of the territorial board in his behalf
If he carries any such certificates.
In this county, either Dr. Montgome-
ry, of the county board, can issue tt.e
1 certificate to be countersigned by me,
r I will issue it in person, on applica-
tion from the party traveling, pro-
vided. of course, that no illness Is ap-
parent. The railroads in this city,
the Santa Fe. Ka^y and Rock Island,'
and all others in the territory have
agreed not to sell tickets to persons
who are not provided with the neces-
sary certificates, hence the only safe
way to travel, is to apply in advance
for the necessary paper. This is ob-
ligatory, according to the ruling of
tne b ard. All trains running into
[the territory are inspected before
they cros* the lines and any person
found without the certificate will
either be held in a detention camp or
■ 'returned to his starting point. The

Separate Statehood Folly.
So (ar as that separate statehood
convention at Muskogee has any
influence at all, it will be against
•ny sort of statehood in'the 'pres-
ent congress. The five civilized
tribes represented at the Musko-
gee convention want the Indian
territory to be admitted as a state
by itself. A large pari of the
while people of tfe Indian Terri-
tory tvaut that community to be
united with Oklahoma, 10 be ad
rallied m a single state. The
whites ol the Indian territory
largely outnumber the ludians
it. Moreover, mao> of the In-
dians want union with Oklahoma.
Oklahoma and ihe Indian Ter-
riioiy ought to be let in at the
earliest practicable moment as the
foriy-sixth slate. A Urge major-
uy ol the people of Oklahoma

separation were submitted to the
people oi the two territories,
union would undoubtedly get a

in both communities are against
union. Separate statehood foi the
