Fourth Oklahoma district has
recommended the appointment
of Judge Walter T Fears as

Congressman Carter and Mr
Fears were boyhood friends
Interest has been added to the
coming race for congress in the
Fourth Oklahoma district which
under the redistricting bill is
represented by Congressman-at
large William H Murray by the
semi-official announcement that
District Judge Tom McKeon at
Ada may enter the congressional
race next year in opposition to
Mr Murray Friends of Judge
McKeon in Washington say that
if he enters the contest he will
make Murray go some to beat
him Senator Roddie of Ada

be a contestant for congressional
honors in the same district while
there is some talk that John
Crawford a member of the lower

left the Mexican capital proceeding
to Vera Cruz Mr Lind will sail from
Veera Crux on a battleship William
Bayard Hale who has been In Mexico
City In an unofficial capacity will ac-
company Mr Lind or leave soon after-
ward Rumors persist that General Tre-
vino who has been summoned to the
capital will become provisional presi-
dent but confirmation la lacking and
this report Is offset by another that
General Huerta has called In most of
the retired officers and many of those
on detached service to report for duty
General Felix Diaz who started foi
Japan as special Mexican ambassador
also received a summons to return to
the capital
Mexicans and foreign residents
manifest great uneasiness over the
possible developments In the Mexi-
can situation through the presentation
af President Wilson’ message to con-
gress but the government Is uncom-
municative and will maintain its re-
serve until after the message' has been
read
Message One of Patience
Washington — Following the receipt
af a message from John Lind his per-
sonal representative in Mexico saying
he had bidden good-bye to Foreign
Minister Gamboa and would- leave
Mexico City at once President AVilson
has finally decided to read his mes-
sage on the Mexican situation at the
aapltol
The policy of the United States was
outlined to the members of the two
congressional committees on foreign
relations at a conference at the White
House by President Wilson and Sec-
retary Bryan The president's mes-
sage received unanimous approval
The future course of this government
will be one of non-interference in the
hope that the effect of Its present ef-
forts and the pressttreof foreign gov-
ernments will constitute a moral su-
asion that ultimately will bring about
peace In Mexico
The message makes It plain that
:here will be no lifting of the embargo
an erms that no faction' or govern-
ment in Mexico will be allowed to re-
setve munitions of war from the Unl-
ed States If necessary the president
proposes to increase the American
border patrol to enforce this policy
It records that the constitutional
government is the only government
‘hat can be recognized and announces
that the - government of Vietorlana
Huerta shall not be recognized The
jfforts of United States to bring about
l peaceful settlement of the difficulty
through the representations made by
fohn Lind tspecial envoy of President
Wilson are outlined as well as the
tnswer of the Huerta government
The United States had proposed that
i constitutional election be held and
hat Huerta should not be a candidate
To these suggestions through which
he United States believes peace
tould be restored Huerta has replied
n the negative Foreign governments
generally since that rejection have
jeen supporters of the American
lolicy to persuade Huerta to yield
GAIN IS 8UB8TANTIAL
Much Mora Gross Revenue from Oil
Gee and Mining Than Last Year
Substantial gains are shown in the
amount of gross revenue tax collected
from oil gas and mining for the first
six months of the present calendar
year over those of 1912 The rate up
to October 3 of the present year Is
H of 1 per cent of the gross pro-
duction after which it will be changed
to of 1 per cent having been
ahanged by the last legislature
For the first six months of the pres-
snt year the collections were: Janu-
ary $2420217 February 1880784
March 101084 April 2632880
May $2386464 June $471252 For
the corresponding months In 1912 the
collections were: January $1821280
February 1177003 March $33718
April I16613J9 May' 1192946
June 87707
The Increased rate to become ef-
fective in October applies only to oil
and gas The new law also provides
that purchasers of oil and gas must
make a quarterly report of all pur-
chases made with the amounts
This must be submitted to the state
auditor and will help materially In
getting a close tab on the production
