WASHINGTON CHAT-

Treasury Department officials
are in a dilemma in fact they are
lacei in a very embarrassing posi-
tion because of their inability to
meet the demands for silver certi-
ficates of small denominations neces-
ary to the moving of the western
crops So urgent is the need for
relief in this direction that in New
York one dollar premium is being
paid on every $1000 in small
certificates ' Officials attribute the
shortage to the failure of the senate
at the last session to pass the bill
providing for the issue of smaller
gold certificates which were to - be
exchanged for silver certificates of
the larger denominations and thns
release a great number of silver dol-
lars as security for the issue of new
silver certificates of $i $2 and $5
denominations So great is the
pressure for small bills from banks
all over the country that the seven
million silver dollars which ' were
on hand two months ago have
dwindled down to fifty thousand
There is some tall bustling being
done in the Treasurer's office with
a view ot relieving the strained
situation but just how the problem
will be solved has not been made
plain' ' '
Unless President Roosevelt "veto-
es” the purchase his carriage dur-
ing the next few months will be
drawn by two sorrel horses instead
of by the pair of bays which have
performed this service for some
months The new teajn which
was procured by the quartermaster’s
department has arrived at the
White House stablesand the Presi-
dent will pass judgment upon
them soon after his arrival in
Washington It is very doubtful
however whether be will favor
them as each horse weighs 1600
pounds which is rather a heavy
weight for carriage horses
The bays which drew the Presi-
dential carriage for two years are
pretty well run down and their
emaciated condition caused con
siderable comment last year Even

ble to keep the horses in the gov-
ernment stables up to form The
situation of the stables is responsi-
ble for a great deal of sickness
among the thoroughbreds there
The place reeks with dampness
aad not more than a year ago the
President lost a $900 saddle horse
after it had been for only a short
time in the government stables
About the same time the stables
were thoroughly modernized and
the walls cemented but this did
not do away with the dampness
Of all the wonderful improve-
ments taking place In Washington
none are of more interest national-
ly than the changes which are now
being made in the surroundings of
the Capitol building On the east
side the erection of the senate and
House of Representatives office
buildings has progressed to such
an extent that a clear Idea can now
be formed as to the ultimate beauty
these buildings will lend to that
part of the captitol plaza when they
are completed Great as this
change takes for the better it Is
pon the west side that the most
startling improvement is being
madefor here ever since before the
war has stood a long row of un-
sightly frame shacks iuhabitated by
Italians negroes and gypsies but
which at one time was peopled with
representative citizens whose names
we & part of tb'e history of the city
The government is responsible
tor the improvements on the east
front but to private enterprise is
due the credit lor the removal of
the tenements which have so long
been an eyesore and blot on the
beauty of Washington In 1 place
of the frames now being torn dqwn
will be erected a modern apart
meat baildlng which will number
among its tenants when completed
many senators and Representatives
who will desire a home during the
congressional season nearly the
big white dome
There is no end of trouble be-
tween the Government Printing
Office and many of the officials in
the various government depart-
ments all due to the new spelling
order put into effect by direction oj
the President The new rules are
explicit and the big print-shop is
following instructions of the order
to the very letter but iu many cases
when proofs of work are submitted
to the officials ofthe department for
which the work is being done the
proofs will be returned to the Pub-
lic Printer with the spelling chang-
ed and made according to the old
way One controversy which has
reached an acute stage is between
Secretary of ' the Navy Bonaparte
and Printer Stillings The dis-
agreement is over the spelling of
the word “passes” Letters tele-
phone messages and private secre-
taries have been burled back and
forth from one official to the other
but the case is no nearer settlement
now than a week or more ago when
it commenced A truce has been
signed and both are waiting the
return of the President when he
will be called upon to act the part
of peacemaker as well as a teacher
in spelling
The new book issued by the Gov-
ernment printing office and sold by
it at twenty-five cents per copy
giving the complete list of the
words spelled in the new way is
in great demand ftom people in all
parts of the country Several large
editions have been exhausted and
Uncle Sam is finding it profitable
to play the role of a book-seller
The soldiers in the Phillipines are
soon to be equipped with several
new kinds oi fighting weapons ac-
cording to a recent order of Gen
Leonard Wood la addition to the
regulation army rifle the equip-
ment will consist of bolos and re-
peating shot-guns with buckshot
cartridges which will be invaluable

be provided with at least twenty
bolos of the shape and general type
of the Filipino bamboo knife
These are needed in cutting trails
through the jungle and In building
temporary bridges and shelters
Officers and privates now serving
in the troublesome sections of the
Phillipines will hail the new order
with delight tor it has been one
that both have advocated fo many
months
