very little constructive legislation
has been enacted The reasons are
that every state department and
every institutian in the state have
for some cause seen fit to ask for
from three to five times as much
money for the maintenance of their
departments and institutions as has
liere-to-fore been allowed them
the result is that appropriations

BUYS MANY STOCKERS
D 1 Moser cattle and
and institutions totals nearly fifty I wiB be bed tllis vear on the I buyer of Arnett has shipped
million dollars Therefore the
problem facing the Ninth Legis-
lature is how to pay a fifty million
debt with a twentyfive million
income
The officers in charge of every
department and institution claims
that his department or institution
is the main one in the state and
absolutely refuses to have a thin
dime stricken from the appropri-
ation as submitted These officers
are writing and telegraphing over
the state to the constituents of
every member in any way interest-
ed urging them to stand pat on
the appropriation requested
For example:— The State Health
Department is asking for the four
hundred and twelve thousand
dollars which is about five times
the amout appropriated two years
ago for this department Every
doctor in the state has been asked
either write of wire their repre-
sentative to give his support to
this appropriation The Govern-
or’s office has asked for an appro-
priation of one hunred and sixty
thousand as against fifty thousand
two years ago so you can see that
this is a question for the members
of the Ninth Legislature and not
their constituants to settle The
course to persue if you have any
confidence in your representative
is to write and tell him to use his
best judgment or else figure out
some way for him to pay a fifty
million dollar debt with a twenty
five million dollar income
As your representative from
Ellis county I cannot find any
way to make one dollar do the
work of two and there cannot be
pressure enough brought to bear
upon me to cause me to vote for
appropriations to exceed the rev-
enues of the state as I know that
the people of Oklahoma especially
my part of it are 'paying all the
taxes they can and care to pay at
the present time
Bills to be threshed out and
which are going to take up a great
deal of time are: — the Department-
al Bills the Institutional Bill7 the
Banking Bill State Pinting Plant
Bill Cement Plant Bill Road and
Highway Bill and 268 other bills
which are now on the calander so
if anyone should ask you when
the Ninth Legsslature will adjourn
just tell them that you do not
known
Yours Respectfully
