STATE CAPITAL LOCATION
(The following article was written
by Wayne H Lasater and published
In his paper The Pauls Valley Dem-
ocrat of April 21 1910 He Is a
brother of Miles Lasater who was
a member of the constitutional con-
vention Miles Lasater in a public
meeting at Guthrie expressed the
velws entertained in this article and
declared he would not break the
oath he took at the opening of the
constitutional convention to obey the
constitution of the United States and
the enabling act The Lasaters are
leading democrats of the state and
Miles Lasater Is now Insurance
Commissioner of Oklahoma)

The enabling act of the state of
Oklahoma passed by the congress of
the United States and approved on
June 16th 1906 by the acceptance
of which Oklahoma became a sover-
eign state provided In section No
504 as follows:
"The capital of said state shall
temporarily be at the city of Guthrie
In the preeent Territory of Oklaho-
ma and shall not be changed there-
frem previous ts anno demlnl nine-
teen hundred and thlrteeh but eald
capital shall AFTER SAID YEAR be
located by the electors of sold state
at an election to be provided for by
tbe legislature 1 v provided however
that the legislature of said etate
shall not appropriate any public
moneys of the state for the erection
of buildings for capltol purposes
during such period
On the 22nd day of April 1907
the constitutional convention of the
then proposed state of Oklahoma
passed the following ordinance:
Be It ordained by the - Constitu-
tional Convention for the proposed
State of Oklahoma that said Consti-
tutional Convention do BY THIS
ORDINANCE IRREYOCABLE accent
the terms and conditions of an act
of the congress of the United States
(quoting the above act) approved
June 16th 1906 and ouch accept
ance was a condition precedent to
securing statehood
Now the initiative petition to be
voted upon at the special election
on June 11th 1910 will determine
two questions vis:
(1) Shall the Capital of the State
0 (Oklahoma he permanently located
by this election? -
(2) Shall the Caipltal of the State
of Oklahoma be permanently located
at (a) Oklahoma City or (b) Shaw-
nee or (c) Guthrie?
The Democrat assorts unhesitat-
ingly that THE BILL SHOULD BE
DEFEATED and that the first ques-
tion should be answered emphatical-
ly "NO"
The proposed bill Is an Oklahoma
City real estate boom scheme
Guthrie and Shawnee are unwill
lng candidates and both are fighting
permanent location ANY WHERE at
the present time Their names are
placed on the ticket over their ob-
jection by the framers of the bill
If passed It le certain that the
etate of Oklahoma will have on Its
hands another expensive law suit
through all tbe courts of tbe land
till settled by the Supreme Court of
the United States and In this law
suit carried on at the expense of the
taxpayers for the benefit of an Ok-
lahoma City real estate boom the
state of Oklahoma whoae honor
should ever be unsullied will appear
In court confessing unnecessary re-
pudiation of its plighted faith with
the Congress of the United States
Its violation of its "ORDINANCE IR-
REVOCABLE” and will present to
the world the shameful spectacle of
asking the oourts of the land to sus-
tain It In Its self-confessed act of
dishonor
Its honor Is the very essence of
tbe life of a State or Nation as Is
the honor of any Individual his
crowning glory end it should not
be lightly tossed aside and besmirch-
ed at the behest of those who seek
mere pecuniary advantage
The legality of the proposed per-
manent location at this time Is as
questionable as the ’ act Itself Is
untimely and unnecessary
Nor Is this all: The proposed lo
cation bill Itself 1 otherwise objectionable-dangerous
In further contravention of the
enabling act as a portion of section
seven of the bill carries with It an
appropriation of 8IX HUNDRED
THOUSAND DOLLARS Of the peo-
ples’ money to he "immediately
available out of the money In the
etate treasury not otherwise appro-
priated for the purpose of carrying
the provisions of this act Into ef
fect"
This money according to the term
of the bill Is to be spent by three
commissioners appointed by and act-
ing with the governor tor the pur-
chase of lands within or at a dis-
tance of not more than five miles
from the corporate limits of the
city selected aa the Capital in ANY
AMOUNT THEY MAY CHOOSE from
one foot square to two thousand
acres)
The unlimited and unnecessary
possibilities for exploitation of and
graft upon the state’! fund under
any such bill are apparent -
Tee the bill should be dfeated!
For these reasons and other ap-
parent to any reader of the bill who
has no personal ' Interest In the
measure aside from that of a cltlien
and taxpayer we are of the opinion
that the voters should vote HNO” on
the first proposition and thston
the second they should VOTE FOR
GUTHRIE - as the permanent loca-
tion If one is made at this time be-
cause that would be nearest In
keeping with the term of the en-
abling act on thd permanent loca-
tion question
