Attorney Ceneral Olney 1}us sent
telegrams'to the United States attor-

at Fort Smith, to do everything le-
gitimately within their* powei to
prevent the interruption of inter-

of the United States mails. If
these efforts fail, it is assumed that
the military will be called into req-
uistion.
Secretary Smith was asked today
what he should recommend to pre-
vent permanently the lawlessness
and reign of terror that now exists
in the Indian territory.

the tribal relations; establish a ter- T,v i'-^eh, .... oklahoma

promptly replied.
The secretary expressed the opin-
ion that the local self-government
of the civilized tribes was a failure

laws, but there seems to be no way
of enforcing them. Men who had
all along been opposed to the course
suggested now s<«e that there is no
