clamation one hour prior to the legal
time for adjournment. This gives

same on expiration of lease, or dispose of the
same to their successors, or may sell the same
at their appraised valuation to the allottee. ,
if he desires to have them left on the land. A
preference right will be given lessees lor re-
; xewal of lease.
Reasons why cash payments are required in
lieu of improvement such as are usually pro-
posed to be made, and estimated to cast as

The dwelling proposed, being only a box
house, not plastered or ceded and unpainted, .
would at theexpirationof five years, be worth
about 160 00. The fencing 25 per cent less than
its original cost. The stables and shea-*
practlcallv worthless. The well, and fruit
trees, if cultivated and thrifty at expiration
of lease, are really the only improvements
that wvuld be of value to the allottee, for
which the lessee will be allowed credit on
last payment.
In most Instances the lands will be subject
tr renewal of lease, and the tenant (If a suit-
able one) whuld enjoy the benefits of any im-
provements he might place upon the lands,
and at the expiration or lease could sell them
to his successor or remove them at his opt Ion;
if the lease should be renewed he would con-
tinue to profit by use of them.
It is clearly in the interest of the Indian
allotters, that cash p ivment should be made,
since improvements placed upon the lands,
oth'jrthan the well, orchard and breaking,
would, at the expiration of five years, be of
no material benefit to them, as these lands
are likely to be leased for a number of years
to come, before they would be prepared to
occupy them; while the money paid for rent-
al could be much more advantageously in-
vested tn more suitable and better improve-
ments than those proposed to be placed upon
the allotments by the lessees, if they were
ready to occupy them.
Then again, by requiring cash payments,
much unuecesary litigation would be avoid-
ed. which would most surely result from non-
fulfillment of contracts for construction of
dwellings, fencing, etc.
