the State of Oklahoma, when it shail
be the first duty of every person in
this state first, if he be within the
specified ages to register himself for
military service and, second. If he be
not within this draft age to aid In
said work of registration.
Ignorance of the provisions of this
registration law relieves no person
of the penalty for violation thereof,
but in order that every man in Okla-
homa may know the exact provisions
of the law I deem It wise to set out
the following rulings issued by the
Provost Marshal General:
Who Shall Register.
"All male persons who shall have
attained their 18th birthday and
shall not have attained their 46th
birthday on or before the day set for
registration by the President must
register, exceptions being men al-
ready registered and persons now in
the military service of the nation.
Diplomatic representatives of the na-
tion are also excepted.
"Persons not subject to registra-
tion solely on account of being in the
military or naval service of the
United States become subject to reg
istration and are required to regis-
ter immediately upon leaving such
military or naval service.
"Citizens of the United States or
persons who have declared their In-
tention to become citizens of the
United States who do not register on
account of absence from the terri-
torial limits of the United States are
required within five days after their
return to the United States.
Penalty for Violation.
day. Regulations prescribed by the
President and sent to draft officials
of the various states, contain the fol-
lowing provisions:
"On the day set for registration
all federal marshals, deputy mar-
shals and investigation agents, and
all police officers, state, county,
township, municipal, and town, of
whatever grade or class, shall hold
themselves in readiness to render
whatever assistance may be necessary
in preserving order at places of reg-
istration and in assisting In bring-
ing about a complete registration.
Delinquents to be Reported.
"All marshals, deputy marsnals.
investigating agents, and police of-
ficers shall examine the registration
lists and report without delay to the
local boards the names of any per-
sons known by them to have failed
to register themselves when liable
to registration; and it shall be the
duty of local brards to report to tne
proper United States district attor-
ney all cases coming 'o their atten-
tion of persons who have fa'.led to
present themselves 'or registration
as required by law.
Police officers may r:guii'e any
person subject to registration to ex-
hibit his registration cerltf.cate.
In every case In which a dul)
designated officer or agent refuses
or falls to act, the Governor, adju-
tant general, or member of a local
board will proceed at once to name
another officer or agent for such
duty, and will br'ng the fact of such
refusal or failure, and the -circum-
stances connected therewith, to the
