Rules and Regulations
RULE 1 — INTERPRETATIONS, AMENDMENTS,
AND VIOLATIONS
Section 1. The Board of Directors of the Osage
County Free Fair Association reserves the right to
interpret these rules and regulations and arbitrari-
ly settle al) questions arising in connection with the
Free Fairs that shall be held under the management
of the board.
8«c. 2. The management reserves the right to
amend or add to these rules as they, in their judg-
ment, deem advisable. In the event of a conflict of
general and special rules the latter will govern.
Sec. 3. Any person who violates any of the spe-
cial or general rules will forfeit all privileges and
premiums and be subject to such penalty as the
Board of Directors may order.
RULE 2—ENTRY REQUIREMENTS
Bimll be at least fifty per cent higher than those on j
the same class of exhibits given at the township <
Fairs.
NOTE:—In order to make exhibits uniform and |
to save the cost of printing it is recommended by
tiie committee that the same premium lists be used
for both Township and County Fairs and that this
section will be made effective.
Special Rules
Section 1. All winning agricultural exhibits at
the Township Fairs and the County Fairs shall be- '
come the property of the Fair Association for the !
purpose of making a county exhibit at the State
Fair. At the close of the State Fair the original
owners may receive their exMbits, if desired, by ar-
ranging with the Secretary of the Fair Association.
Sec. 2. A superintendent will be appointed for
each department, whose duty it shall be to receive
exhibits, properly classify and place them and to
assist the judges.
Section 1. All entries to the county and town-
ship fairs are free, but no unworthy entry will be
received.
Sec. 2. All entries to the fair must be in place
not later than 9:00 o’clock p. m., of the first day of
the fair and shall remain in place until 9:00 o’clock
p. m.. of the last day of the fair, but to facilitate
the work of arranging the exhibits the exhibitors
are advised to place them on the afternoon of the
day preceedlng the opening of the fair.
NOTE:—The application of this section is left
to the discretion of the General Superintendent
Sec. 9. All property of every character entered
at the fair for any purpose, shall be subject to the
control of the Secretary or Superintendent in
charge.
Sec. 4. Separate exhibits must be provided for
each entry and no person will be permitted to make
more than one entry in each class except in Live
Stock. Individual ownership must be established if
more than one entry in any class is made from the!
same farm or home.
RULE 9—EXHIBITORS, DUTIES AND
PRIVILEGES
Section 1. All exhibits of crops must have been
raised by the exhibitors during the year 1936 ami
all exhibits of live stock must be owned by the ex-
hibitors at the time of exhibiting them, except the
get of sire.
Sec. 2. The Superintendent in Live Stock De-
partment will assign spaces or stalls and exhibitors
will be expected to keep their space or stall in a
clean condition at all times during the fair.
Sec. 3. Any member of the Fair Association
shall have access to all premises of any character
on the fair grounds or concessions at any time dur-
ing the fair.
Sec. 4. If it is ascertained that any exhibitor
has made or caused to be made any false statement
-in regard to an animal or article, if any exhibitor
shall attempt to interfere with the judges in the
performing of their duty, he shall be excluded from
all competition or exhibition on the grounds of the
association of any fair; and any rewards that he
may have received may be forfeited at the discre-
tion of the board.
Sec. 6. The decision of the judges shall be final
and no appeal will be considered except in case of
protest.
RULE 4—PROTESTS AND APPEALS
Section 1. All protests shall be made to the Sec-
retary in writing within four hours after the de-
clsion is made and shall be accompanied by a de-
posit of 12.00 which will be forfeited 4n case the
protest la not sustained. Said protest must state
plainly the cause of complaint or appeal.
Sec. 2. In addition to the right of protest here-
in guaranteed to exhibitors the Directors reserve
the right to take cognisance of fraud, consummated
xr attempted In connection with an exhibit, and
take such action as they may deem just and proper.
RULE 5— POWERS AND LIABILITIES OF
ASSOCIATION
Section 1. The management will use every pre-
caution to guard against extortion in any form upon
the Fair Grounds, and any violation of thio rule will
result tn the forfeiture of every privilege, contract
nr money paid, and expulsion from the grounds.
Sec. 2. The management reserves the right to
i emove from the grounds any exhibit, animal, con-
reseion or show that may have been falsely entered
nr may be deemed unsuitable or objectionable, or
to remove any sign, banner, identification mark or
signature, or advertising matter of any kind which
-nay be deemed objectionable by them without giv-
ing any notice therefor.
Sec. 3. No diseased animal shall be permitted
to be exhibited, or to occupy the exhibit stalls in
any of the fairs of the county, and every precaution
will be used to enforce this rule, but the manage-
ment will not be responsible for any loss or damage
that may be sustained by anyone through any viola-
tion of this rule.
Sec. 4. No claim for injury to any person or
property shall ever be presented or suit instituted
<>r maintained against the Free Fair Association, its
officers or agents, on behalf of any person, firm or
■orporatlon or their agents, representatives, ser-
vants or employees, having a license or privilege to
exhibit on the Fair Grounds or to occupy the spaces
hereon
Sec. 3. In order to get this premium list in the
bands of the people of the county so that they may
plan their exhibits, it is necessary to go to press
long before the Excise board has had an opportun-
ity to pass upon the estimate of the Free Fair
Board. The estimate is made aud presented to the
Excise Board at their meeting in July and it is un-
derstood that the premiums published in the list are
subject to the approval of the Excise Board and
should they find it necessary to reduce the amount
asked for the Free Fair Board reserves the right
to reduce the amount of the premiums offered with-
out further notice.
No premiums will be paid in full until all items
of expense for the entire fair have been tabulated
and then If there is a shortage all premiums will ue
given a proportionate cut.
No premiums paid on livestock or pet stock that
is more than six months old when registration pa-
pers do not accompany entry.
Only individual entries are to be made at Com-
munity Fairs.
Department A— Horses
Rule 1. All entries in this department must be
made by nine o’clock p. m., on the first day of the
Fair and shall remain in place until released by
the Superintendent.
Rule 2. All horses, mules and jacks must be
shown to halter.
Rule 3. All animals competing for premiums In
tills department should be properly groomed and in
show shape.
Rule 4. All animals competing must be regis-
tered except the mule class.
Rule 5. The date computing age will be Janu-
ary 1st Registration papers must accompany.
Rule 6. Only ribbons will be awarded In
Championship classes where there is no competi-
tion.

Section 1. The following colors shall be used in

These ribbons shall be attached only by the su-
perintendent of each Fair or his assistant.
Sec. 2. WHERE THERE IS NO COMPETITION
SECOND MONEY WILL BE PAID ON ALL EX-
HIBITS EXCEPT LIVESTOCK.
Sec. 3. NO PREMIUMS WILL BE AWARDED
ON ARTICLES NOT MENTIONED IN THE
SCHEDULE OF PREMIUMS.
Sec. 4. All premiums will be paid as soon as
jiossible after the close of the Fair. In paying
premiums the evidence of award will be the Com-
mittee Book and checks, or warrants will be mailed
to the address given by the exhibitor when entry
was made.
Sec. 5. When special premiums are offered they
«hall be paid directly by the donors upon the pre-
sentation of orders from the Secretary or Superin-
■endent.
Sec 6. The premiums given at the County Fair
1. All rules governing the livestock depart-
ment as well as the general rules and regulations
governing the 1936 annual Osage County Fair will
apply to this department.
2. In breeding classes all female animals (ex-
cept Shorthorns—see special conditions under Shoit
horn class)— forty-two months of age or over must
have produced a calf within the past eighteen
months to be eligible to show. Any bull over thirty-
six months old that has not dropped to his service
a living calf during the eight months preceding the
opening day of the Fair, shall be deemed barren
and as such shall be excluded from competition.
3. In making awards in breeding classes of the
beef breeds, the judges are instructed to lay stress
ou the evidence of superior breeding qualities. No
animals having hereditary unsoundness will be al-
lowed to compete.
4. Animals owned in partnership may be enter-
ed in all classes to which they are eligible, in one
partner's name, but must be shown under same own-
ership in each class. Entry must carry a footnote
showing the actual ownership of the animal as ap-
pearing upon the herd book record.
5. Only first prize winners in single divisions
in open competition may compete for champion.
Champion winners may compete for Grand Champ-
ion.

Beef calves of any beef breed or cross of any
two beef breeds may be shown in this class. Entry
to consist of 25 head. Entry in this class closes
September 17 and must be filed with the Secretary
on or before that date. This class will not be ex-
hibited unless four or more exhibits are in place.
The intentions of this exhibit is to attract at-
tention to the high quality of feeder calves produc-
ed in Osage county and to assist in marketing these
calves. Arrangements have been made to have
buyers for Commission Firms see these calves and
feeders will be encouraged to see the exhibits. Sale
of these cattle and delivery to purchaser may be
made at tiie close of the day they are judged.
