One provision of the Hoch-Smith
resolution, under which the inves-
tigation is being made, spe ifieally
provides "that no investigation or
proceeding resulting from the
adoption of Hila resolution shall be
permitted to delay tho decision of
cases now pending before the com-
mission involving rates on products
of agriculture, and tlmt such cases
shall lit decided in accot’danc. with
this resolution.”
The commission has given no-

whatever their status short of final
decision by the commission, any
party deeming the record Insuffi-
cient may call the attention of the
commission anil adverse parties to
the deficiency, and the general na-
ture of the facts tendered to sup-
ply the omission.
The commission has pointed out
that the interstate commerce act
contains new provisions designed
to save the railroads from them-
selves.
"It looks to the welfare of the
carriers in the aggregate and sub-
ordinates the selfish interests of in-
dividual carriers.” the commission
said in a recent decision. "Co-
operation rather than individual-
ism is the order of the day. Greater
recognition by the railroads of tills
fact should do much to Improve
their future."
Face Gigantic Task
Many shippers, while individual-
ly seeking reductions in freight
rates for themselves, disclaim any
Intention of bringing about any
change in the general rate struc-
ture that would materially affect
the financial condition of the rail-
roads in the aggregate. It will be
the duty of the commission not to
make any readjustments that
would impair the ability of the rail-
roads us a whole to render efficient
service.
Since the enactment of the trans-
portation act in 1920, many rail-
roads claim they have bo n unable
to earn a fair return, despite the
fact that they have been operated
under efficient and economical
management. On the other hand,
many industries, particularly the
agrlctlltu ral and livestock indus-
tries. claim they are carrying too
much of a burden for transporta-
