statement of the coat io the tax-

give careful thought before he culls
the slate troops to Sequoyah county
to force a few lawless farmers and
cattle-raisers to dip their cattle.
The cattle tick should be eradicated
and the fellows who refuse tu dip
their cattle and who destroy the

this be done without going to the
extreme asked for by President White-

THE MANAGERIAL FORM
It is probable thl in a short
time the people of ArJiaore will be
called -upon to vo'e ni a proposed
amendment to the c'yi charter the
amendment calling for what Is known
as the "manager 1" form of govern-
ment. The change sought sboold be made.
The city manager plan has proven a
success wherever it has been tried
while facts and figures show that
the forms such as Ardmore is now
working under and the council form
which it used prior to adopting the
commission plan have to say the
least proven unsatisfactory and un-
businesslike. It is really strange that the citi-
zens of a community and towns and
t itles are but more or less congested
communities It is strange that these
stens will remain content and sat-
istied to permit any form of govern-
irnment which proves itself waste-
ful extravagant and inefficient.
Lax business methods in a bank
would not be tolerated for a moment.
Let the whisper go around that things
are not as they should be in the
manner in which the affairs of any
banking institution are handled and I
the depositors will flock about its
doors and draw out their dollars
and dimes. Bat 1st the affairs of a
city one of the biggest ' kinds of
bus east institution' be handled in
a hap hazard manner and the gen-
eral public will snort and cough and
say "Oh well what more can you
expect?"
According to the report of the ex-
pert accountant who went over the
books of Ardmore some few months
ago the affairs of this city have been
handled in anything but a business-
like manner. His report sets forth'
It is alleged that tens of thousands
of dollars of the taxpayers money
has been paid out on duplicate war
rants and upon duplicate Mils of lad-1
in g. Informations have been filed be
fore the courts in this matter and the
case may coma on for trial at some
early day.
It is not for The Ardmoreite to pass
upon the correctnass of the account-
ant's ladings and figures but every
one knows that if the affairs of the
city had have been handled as care-
fully as they should have been there
would have been no room no cause
for the finding; there could have
been no showing of possible short-
Hge. The manager 1 form of govern-
ment provides for the employment
f manager at a salary commensur-
ate with the services rendered. He
devotes all his time and attention to
the city's business. He gives the
city's business the same careful at-
tention he would bestow upon a
banking Institution of which be is
i he head. He has a mayor and a
common council who sit as presiding
officer and board of directors and pas
upon bis management. If he la a
yood man well qualified and compe-
tent the city gets a business admin-
istration. If h is not a good man

CA-ULNO OIT TROOPS
Conditions are presumably bad In
Sequoyah county. They must be bad
ir the lawless element would not be
truing about the country destroying
ihe dipping vats in defiance of law.
But Is it possible that these condl-
Ltos are such that Governor Robert-
iVn wfll be Justified in calling eut
the state military in compliance with
ins request of Pre eat WMtehurst
if the. stabs agricultural board?
From our viewpoint the chief ex-
ecutive should hesitate long before
resorting to such drastic measures.

Possibly there is not a man alive
who cannot recall the times all too

And if the man who recalls those

a rigid enforcement of the speed

fear of the dollar-mark into the
hearts of the speedsters we may ex-
pect the accident roll to grow.

be a prophet to predict that the coun-

would ufford a lesson in tranquility
to the whole world. But since such
a miracle is not likely to happen
overnight and the will to do Ue
common -sense thing does not seem
to be strikingly In evidence either
among the employers of the em-
ployed producers or consumers it is
evident that we. shall have to con-
tinue to use such regulations as we
have sot up to check the offending
capital on the one side and restrain
the irresponsible fomentnrs of trou-
ble among the unemployed on the
other. '
Whether the economic outlook
be favorable or otherwise it is worth
while noting that the National As-
sociation of Manufacturers which
has just adjourned its New York
session believes that the time has
come when organized labor as well
as organized capital shnll haw the
some status before theN law.
In view of what jb happening
now all over the country the plea
of the manufacturers before the law
and that tbe "same .principles of
conduct must apply to all clashes
of citixens" nhould meet with sym-
pathetic response. And while drives
are not exactly popular the drive
that the manufacturers propose in
tbe shape of a "national campaign
for induslriousnoss thrift and com-
mon sense" in connection with the
slogun of "an honest day's pay for
an honest day's work and an hon-
est day's work for an honest day's
pay" as "the simplest and best plat-
form for employer employe and pub-
lic alike" ought to appeal to every
one. It is about time that agitation
for the sake of agitation should be
outlawed. A drive for a return to
common sense and a reasonable ac-
ceptance of common responsibilities
might easily produce therefore the
about-face in our industrial and bus-
iness relations that sane thinkers be-
lieve would spell stability and pros-
perity for all. Philadelphia Ledger.
