The amendment to the constitution
proposed in this petition provides for
registration of till voters in all cities
and towns of 1IHIti population and
more. The city clerk sh:ill be the
registrar in such cases and in the
I'-iute if such an .Tie'.il the iiiavor
shall appoint a registrar. Registra-
tion shall be every two years but the
first registration period is Sept. 23
to Oct. 2.-i ion;.
The hill provides that it shall he
self-executing and no act of the legis-
lature shall he required to vitalize it.
That the petitions will receive a
sufficient number of signers to assure
their submission and that when sub-
til it t eil the amendment will lie adopted
seems to he the opinion generally

of the slate will unite in voting for
