CARTER'S VICTORY COMPLETE.
Tho Carter amendment to tin' In-
dian appropriation liill providing for
n per ('iipilii payment nf $:!iM fd (lie
Choctaws and $200 to the C'l i i c-Icji sa vf
was reported inn of tin' committee by
unanimous voii and has now passed
tllC llOIISC 1V II Mill' Of throe to dill'
favoring it. Also liy a oto of throe
to one tlip house li fused to open the
Indian rolls for Choctaws still re-
siding in Mississippi.
Mr. Curler lias taken tln lead In
tliis light. His district coniprises the
greater portions of tlie Inline of tin-
two t lilies of Indians mostly inter-
ested in (lie payment and Mr. Carter
lias made a complete success of the
piece of legislation. He has tlmi it
a big majority which i i the hill
prestige when it ivai lies Hie senate.
The hill js stripped of any enrollment
feature or any other feature that
might prove embarrassing to the
friends of the measure In th" senate
find Senators Owen anil (lore will
have a uiiod opportunity to win In the
Upper houe.
When the same hill was ln-fofe the
si nate last year it was defeated. At
lhat time. Mr. Carter did his work
well hut John Sharpe Williams
caused its defeat In the senate. It is
believed this year Unit Mr. Williams
cannot succeed in bringing defeat to
the. measure although he is a hard
tighter. It seems almost certain now
that Ihe fights made last year and
this year on the Indian nnrstions have
cleared them up.
As a matter of t.--.v and also as a
matter of justice the choctaws of
Mississippi are not entitled to share
in the funds of the civilmd tribe-".
The principle that lost the hill last
year was the fear that if the govern-
ment paid out the money 1o the In-
dians here that it would have to
make good later to Ihe Mississippians
hut that legal phase of the matter ii
explained away and the senate will
not suffer this year from the fright
of an extra appropriation later on
to care for the alleged rights of the
Mississippi Choctaws. Mr. Carter's

work Hince the first of the year will
bring u payment of something like
sewn million dollars to the Chicka-
saw and Choctaw nations. The hill
not only keeps faith with the re I
man hut it Is of tremendous Import-
ance in a llnancial way to this coun-
try. As soon as the Carter victory be-
fame known he was surrounded by
his colleagues in Ihe house who show-
ered him with ((nigral illations and
when the news reached Oklahoma City
l here was a si ream of congratulatory
telegrams sent him from those Inter-
ested in the payment.
The Ardnioreite is glad to add its
congratulations to Mr. Carter for his
victory and to the people at home

O
BE REASONABLE LtCiSLATORS
The action of the lower house of
Ihe legislature in turning down the
appropriation to cover the deficiency
in the highway department and to
provide proper help will he widely
condemned by every citizen interested
in good roads In the slate. The state
highway department if it succeeds
must have funds and roads cannot
he built without money.
There is no partisanship In this
good roads work. Every man woman
and child in the slate is vitally inter-
ested. The Ardnioreite knows it
speaks for the people of Caller coun-
ty when it calls on its representatives
in both lower and upper houses to
work might and main for any meas
ure which will facilitate the good
roads propaganda. Already the slate
has been putting- off from year to
ear the necessary proiisions for
building highways and there is no
earthly reason why it should be de
layed further.
The extra session is cost lug the
people of the slate thousands and
thousands of dollars. Are v to sit
supinely by and allow il to conclude
its session without intention to this
the most important issue before the
in ople its a w hole
So far as Carter counly i ; concerned
it is going to see to it that good roads
Is the most important plank in Ms
next election of cm iy official anil
other counties are no less interested
than this. Get busy . gentlemen of
the legislature and give us some-
thing to build these roads. This is
no one man's measure but the whole
people's and they demand relief from
one of the worst conditions which has
ever reign d in the state.
Pay lhat deficiency (live the high-
way department extra help. You can
not give il too much (live ii and
every county in the stale money to
build roads or provide a way whereby
lin y can raise il. We want state roads
and county roads and until we begin
to provide for these we will never
get any national roads and in the
propaganda for preparedness we must
not lose sight of the fact that good
roads are as indispensible for the
army as the deep seas are for the
navy.

ARDMORE'S FASHION WEEK
The Itiisiness Men's association is
inaugurating a general spring opening
wilh a "fashion night" for Ardmore
to take pliiee for three days about
a week or more before Kaster.
The movement should be pari id-
paled in by every merchant big and
little in Ardmore and will umpies-
tionably prove to be one of the great-
est attractions ever attempted by the
local merchants. It will do more than
that- for il will he another move
to establish Ardmore as a great re-
tail shopping center which is being
recognized more and more each year.
The merchants of Ardmore must now
cater to a much more widely diversi-
fied class of shoppers than at any
time in its history. The rity has
possibly five thousand more resident
shoppers than it had three years ago
with an additional ten thousand in
the oil fields. These people all ronie
from metropolitan centers where they
can find anything their taste calls for
and they expect it here. The mer-
chants realize this' and have pro-
vided this year even more widely
than ever to cater to these wants.
Fashion week is an established in-
stitution in all retail renters. It
draws not only the entire resident
sl.otmers. but also thousands from
the outside. It will he the rase in I
Ardmore and what is more it will
do more to hold the people at home
tli.iti any undertaking which might
be experimented in. Further than j
I hi.- it will "show" the local shop-1
in is :ml the trade territory just what
An'moio can really do. i

"Colonel." Many men whose courage
Is umriesiioned prefer not to engage
in street fights in opposition to an es-
tablish! d custom. It is the rule
rather than the exception to submit
good naturedly or with roncealed im-
patience when the first three gray
hairs appear at the temples and the
use of the title begins by popular
consent.
There are of course many colonels
under 4't. Whi n a governor is in-
augurated he has the power to ap-
point staff colonels. A governor who
does not appoint as colonels such of
his constituents as he knows by name
is larking in the punctiliousness
which distinguishes the practical poli-
tician. Thus many young men who
would have been "Leftenants" if they
had adopted a military career are
made colonels In civil life. Another
predisposing cause of premature col-
onelcy is the tendency of some men
to heroine fat early in life. A man
who measures as much as 40 Inches
at the waistline and has not been
convicted of felony is entitled even
obliged to be called "Colonel" before
he is (l. Louisville Courier-Journal.
O
A COWARDLY ATTACK
We can hardly recall a more con-
temptible and diserputable perform-
ance than the political tirade deliver-
ed by Colonel Hoosevelt in Brooklyn
on Sunday against the foreign policy
of the government and his misienre-
sentation of its attitude toward Ttel-
giuni. At a time when the president
of the I'liited States is engaged in the
patriotic duty of arousing the country
to the necessity of making- adequate
preparations to protect iiself against
a possible enemy this noisy swash-
buckler from Oyster Day instead of
seeking to hold up the hands of his
.-iiceessor in office as a generous and
broad-minded man would have done
went out of his way to attack the
president and to try to make his
task as difficult as possible.
The disgust which this exhibition
of unpatriotic boorishness excited
among people of better taste was
shown by the manner in which the
Colonel's rantings were treated by
the New York press. The Tribune
which a short time ago was boom-'
lug him as the ideal republican can-
didate for president tucked his ad-
dress away on an inside page and
used but a few extracts from it. The
Times and Herald made it inconspicu-
ous. Others featured ft as a sirikirii'
contrast to the president's patriotic
course in slirring up preparedness
sentiment in the middle west. None
expressed approval of il. The whole
performance was a tactical blunder j
by a man whose one IhougTit is tu
play polities regardless of the time
and occasion. It is apparently time
for the Colonel to start on that West
Indian trip of his. The country can
well dispense with his presence for
a few months. rhiladelphia Kecord.
