THE PER CAPITA PAYMENT
A few days ago In Washington Con-
gressman Harrison of .Mississippi ask-
ed that the ptT capita payment ai)i'"itl
int'tit to tlit Indian appropriation bill
he held over until such time as he
bad appeared before the committee to
oppose It. Congressman Carter of
this district agreed to tho postpone-
ment ami asked the privilege of reply.
That dale has arrived and we have
not before us just what happened be-
fore the committee but the results
have become know n and those re-j
suits show that Congressman Carter's!
first fight wit Ii the Mississippian has!
resulted in a complete victory for the
Oklahoman. The committee on In- i
dian affairs raised the amounts of j
the per capita payment placing the
sum to be given each Chickasaw at
Il'oii anil each Choctaw $:lull and re-
ported it out from the committee by
unanimous vote. The report shows
that the. Mississippian did not have
as many as one man on the Indian j
committee to take his sitle of 1 ho j
question. The next light will cornel
on tho door of the house and while
congress has been In session since
the first of December Mr. Cartel-
has been working industriously
among the new members making them
acquainted with the situation as it
exists. As the fight before the com-
mitted resulted in so big .1 victory
for Mr. Carter it is reasonable to
presume that the fight before the
bouse will result in victory for the
Indian of thesejwo nations.
The people of the state are hopeful
that congress will take a sane view
of the situation and make payments
to the Indians. When reduced to
its last analysis there is nothing more
to the finest ion than the simple prin-
ciple of debt paying. The govern
ment has in its possession the money
which belongs to the Indians. It ban
agreed to pay these sums nut an-
nually In per capita payments to
members of the tribes and there is
no more reason that the government
should fail to keep its obligation than
if the money were due from an in-
dividual. 0
THE PRESIDENT'S CHANGE
Tin re is a marked difference in the
tenor of the president's remarks now
am! those made a year ago on the
subject of preparedness. It. is inter-
esting to analyze the situation to ar-
rive at a satisfactory solution of the
cause of the change of the president's
opinion.
It may be that he has learn-:
ed some facts with reference to Inter-
national affairs which he does not
feel like revealing to the public. If
conditions confront the country that
endanger our liberties then the presi-
dent is justified in making' a change.
Slill another cause might be the mere
contagion of fear. The president has
been ohscessed for months by
thoughts of war. He has been han-
dling questions with belligerent na-
tions and naturally the trend of
thought is toward war and Its pre-
paredness and the fear which has
seized Kurope has amounted to a
contagion which has swept over every
country at peace.
A third cause might be attributed

gress with reference to the army and
navy and especially with reference
to the latter. The government is
spending about two hundred and fifty
millions a year on the navy now and
it does seem that this sum is quite
enough to keep the American navv
where it can cope with any other
navy. While tlie country noueves in

I not se"m reasonable now that there
I Is a demand for hysterical prepara-
tion for war. We have no enemie.;
and there are no countries of the
world able to became a formidable
enemy and will not become so for
many years.
For the life of us we cannot see
any good reason for fear or haste
or hysterical preparation for war.

McLEMORE FOR INTERVENTION
Congressman Mcl.emore of Texas
has asked that the Mexican border
situation be turned over to the border
slates for settlement. Tlie congress-
man favors intervention or he would
not wmt the border affairs turned
over to the border states. If Texas
and Arizona had the right to con-
trol international affairs there would
be fewer Americans killed and fewer
horses and cattle taken from this side
and there would also be many more
Mexicans killed and the strife would
have but one result and that result
would be open hostilities within sixty
