ence as a national hanker on tlie west
side of Oklahoma is taking nn active
interest in the new banking biU
which is now beintf considered by the
legislature. Mr. Ketch recently went
to California as an expert with a
banker who was considering the pur-
chase of a number of banks in that
state. The banks were thoroughly
examined and Mr. Ketch says the
average rate of interest being charged
was seven per cent. The man he.
represented declined to make the pur-
chase on account of the low interest
rale. California does not have a
usury law yi t its average rate of
interest is seven percent. Mr. Ketch
says the low rate there is due to the
law which provides that the capital
stock and surplus funds of banks shall
be non-taxable. Th stato throws
open its doors to money and it has
plenty of it and the people can always
get cheap money.
In this state Mr. Ketch says there
are only six roll of honor hanks and
one of tlie six is in Ardmore. A
roll of honor bank is one whose un-
divided profits or surplus is equal
to the capital stock. AVhen a bank
carries a surplus fund this fund can
not he voted out to the stockholders
but goes permanently into tlie capi-
tal stock and makes the institution
a stronger financial factor. Mr.
Ketch is of the opinion that if this
state would ho as generous to money
as California that the interest rate
would be equally as low.
Mr. Ketch says the efforts of the
legislature is to protect the small
farmer from a high rate of interest
and when the usury law is enacted
and made enforeible the small farmer
will have no credit at the hank and
it will uesult in the reopening of
the credit houses in Oklahoma.

As the new year advances tlie can-
didates are gradually coming from
under the cover and getting prices
on announcement notices and cam-
paign cards and grooming themselves
geiiernlly to get into the campaign
that promises to bring out more as-
pirants for every position within the
gift of the dear people than any race
since Oklahoma was admitted to
statehood.
The latest to shy his hat into the
l ing is Fl ank Tindall of Old Durwood
who has declared his intention of be-
ing the next county weigher of Car-
ter county. Of course there are oth-
ers who have tlie same idea hut that
will only make the race interesting
as no true sport wants to win on a
cinch.
Mr. Tindall has been a resident of
this county for a long time and Is
well and favorably known to the tax-
payers. He is qualified and should
he succeed in his ambition he would
make the people a good officer.
It will not he long after the first
of the coming month before the dear
pee-pul can begin to look for official
announcements in the proper col-
umns of the paper and unless all
signs fail it is going to take them
some time to read the entire list.
