Washington Dec. 16. The tide of
emigration to the Tinted States ebbed
to ils lowest point in more than
twenty years during the past liscal
year according to figures made pub-
lie today in the annual report of Sec-
retary Wilson of the department of
labor.
The total number of immigrant
aliens the report shows fell from
1-1' ISO in the previous year to
:i-ii7a0 in the period ending June lln
last. All admitted arrival of aliens
immigrant and non immigrant were
only i:: 1.2 1 1 as compared with 1101!
Mil the year before.
Departures of aliens emigrant and
non-emigrant likewise show a no-
table decrease. r'or the liscal year

This included 21.111 excluded at ports
and sent back to their country of
origin and 2 ."fit arrested and expelled
from the country. Of those excluded
2722 were denied admission because
they were contract laborers.
Immigrants admitted to the coun-
try showed to customs officials money
in their possession aggregating $19 -afiS.non
an average of $t;o each. Karh
of f.'i711 immigrants had more than

each. One hundred and ninety thou-
sand claimed to have paid their own
passage across the Atlantic; 12Sllfi
said that their passage had been paid
by relatives and "fi'M that it had
been paid by persons other than rela
tives. With reference to exclusions
the report asserts:
"Conditions during the past year
were so abnormal that accurate com-
parisons with previous years are dif-
ficult. Exclusions in 1913 amounted
to 1.3S per cent of the number apply-
ing; in 1914 this was increased to
2.3 per cent and in the past year the
increase has been so great as to reach
a. 3 per cent."

stance which occurred out in the

er started counting on his fingers.

spread of the disease. Among the pre-
ventive measures which will be in-
augurated immediately Is the estab-
lishment of a corps of special sanitary
police who will oversee the cleaning of
every public and private building in
the capital and the surrounding towns.
I'ublic baths and barber shops will
be established and persons of unclean
appearance w ill be forced to bathe and
change their clothing. The fresh cloth-
ing will he furnished free by the gov-
ernment. The sale of alcoholic liquors is to be
absolutely prohibited and public places
of amusement w ill be disinfected daily.
I'ncleanly persons no matter what
their social class will he denied ad-
mission to street cars.
Heavy penalties in lines or imprison-
ment are to be applied to all who fail
to comply with the sanitary orders.
A dispatch from Mexico City Nov.
29 said It was estimated there were
11000 cases of typhus in the federal
district and neighboring towns. The
death rate exceeded 130 persons a
day.
