Warden Osborne Is a man who
seeks to reform the prisj'i system of
the country and he has bcr severely
censured for permitting such a mar-
riage but there is reason behind it
all which goes to prove lit nobility
of this woman's nature.
Cnllen the convict when he enter-
ed prison left behind him a small
brother and sister mere babies. The
mother died a few- weeki ago. The
children were left helloes" without
n guardian without rela'.'vps with-
out any means of protection except
that offered by charitable institutions.
Convict Cullen's wife was devoted
to his mother; she w as a'.s" deeply de-
voted to the children. She had de-
termined to wait until Cnllen had
served bis sentence and then marry
him.
Death settles many matters. It is a
potent agency in times of perplexity.
When the mother of Cullen died the
girl decided that the only solution of
the tragedy was to marry. As the
wife of C'ullen she could legally claim
the children and care for them.
Because of this due permission was
granted and the marriage legally con-
summated. Here is a sample of leroism diffi-J
cult to duplicate. Here Is a woman
who will waste 10 of the best years
of her life struggling caring for
children not her own all for the
sake of a human derelict who has
sinned and is sorry for it. It Is a

WORK BEGINS TODAY TO
RAISE THE EASTLAND
Chicago August 8. A huge steel
crane towed from Cleveland arrived
in Chicago Sunday. It was moored
alongside the Eastland which turned
over at her docks in the Chicago river
two weeks ago drowning nearly one
thousand persons. The crane will be
used to aid the tug Favorite In raising
the steamer.
A platform has been built within
the boat for the pumping apparatus to
be used in forcing out the water and It
Is expected the pumps will be started
Monday when the work of making the
boat watertight will have been com-
pleted. The actual work of raising the
Kastland will be started Tuesday.
Divers continued their operations
throughout Sunday and Investigators
of the local bureau of Investigation of
the department of Justice continued
to work in shifts guarding the Kast-
land in compliance with the attach-
ment order of Judge K. M. Ladls of
the United States district court.

department's inquiry Into the disaster
declared Sunday the Kastland was a
"perfectly safe boat" mid that he
knew the cause of the accident but re-
fused to say what it was.

the United States In settling the Mex-
ican situation Is regarded as one of
the most important dip.omatic ar
rangements touching the western
hemisphere brought about in recent
years. It is looked upon not only as
reassuring the nations of central and
South America of thefr;erdly dispo-
sition of the United States toward
them but will be the ii'.ans of a
closer co-operatlon on all lines where
the interests of the countries touch.
This is the opinion of Senator Rob-
ert L. Owen of Oklahoma who sev-
eral months ago urged at the White
House that countries of Lf.tin Amer-
ica be invited to join tre United
States in its treatment of Mexico.
The question was frequently Gisci'ssed
by the cabinet.
"In recent years we h;t"n been as-
suring the countries to the south of
us that we have no designs upon their
territories and that oir prosperity
was in a measure dependent upon
their prosperity" said Senator Owen
who is in Washington for a short
time. "Those countries have bef.n in-

quarrel has practically become a per-
sonal one see those of their own
blood are standing for a restoration of
