BANK ROBBER GETS
SMALL
SENTENCE
Iawnee Olda. June 13. Alono
Clark one of the three men who
robbed the First National bank at
Terlton January 12 has pleaded guil
ly here and has been sentenced to
serve five years in the state peni
tentiary. William A. Inlioff pleaded
guilty several weeks ago and was sen
tenced to serve thirty years in the
penitentiary. James Spess tin:
third robber is being held under
charge of having killed Deputy Slier
iff Robert Moore a snort time after
the robbery occurred. Moore was fol
lowing the robbers at the time he was
killed. Following the capture of the
three robbers all of the money taken
from the bank was recovered with
the exception of fifteen cents.

eral Judge Ralph K. Campbell has
continued for the term the trials
of Kd rt. Lewis and George Lewis
charged with having wrecked the Xa.
tional Bank of Commerce of Coweta
last summer. Two indictments are
pending against George Ijewis in con-
nection with the bank's failure.

would not admit women to the state

women.

THEY ARE.
Oklahoma City June 13. Those
attorneys and others who secured cop
ies of the laws enacted by the last
legislature that went 'into effect upon
passage will have little immediate use
for the session laws that are to b:
ready for delivery this week. An ex
animation of the volume discloses that
most of the laws of general charac-
ter hear the emergency clause. It was
generally possible for the lawmakers
to affix the emergency seel ion with
a two-tnirus vote it it were possible
to pass the bills by a constitutional
majority. The authors of most bills
placed the emergency clause on them
and if the authors failed to do this
the stenographers were more than
likely to do so from force of habit.
There was a stereotyped emergency
clause printed and available every
where ito be stuck on the bills as
they were framed.
Of the laws that will become ef
fective June 22 the constitutional
period of ninety days from adjourn
ment there seem to he but six of
general interest to the average citi
zen. These are the bills regulating
pool halls prohibiting fortune telling
fixing the hours of labor for women
the highway law placing cotton gins
under supervision of the corporation
commission and the workmen's com
pensatJon law.
Pool Hall Law.
The pool hall law makes it unlaw
ful for any person 'to conduct a pool
hall outside any incorporated city
or town. As a matter of fact there
are very few pool halls outside of
such places in this state. Persons
who desire to run pool halls must
apply to the county judge for license.

showing to be made each year by poo)
hall proprietors that they are of good
moral character: never been convict
ed of violating the laws of the states
as .to gambling or the- liquor traffic.

bowing of fitness shall have been
made. Licenses for pool halls shall
be revoked by the county judge upon
showing that the person holding the
license has been drunk or that he
:is permitted intoxicated persons to
loiter about his place; that minors

ambling laws of the state.
It shall be unlawful for any person
to charge for telling fortunes by the
use of any subtle craft means or
device whatsoever either bv palm-
try clairvoyancy or otherwise. The
penalty for violation of this law is
fine of not less than $.".0 nor more
than $500 and imprisonment of not
less than thirty days nor more than
six months. It has been observed that
most of the advertising fortune tell
ers have left the towns of Oklahoma
and the others are arrancinir their
transportation this week.
Woman's Hours of Labor.
One of the laws that has attracted
considerable attention which will be
effective June 22 is that which pro-
vides that no female shall le em
ployed In any manufacturing median
ical or mercantile establishment
laundry bakery hotel or restaurant
otnee building or office or printing
establishment or book bindery or any
ineater enow house or place of
amusement more than nine hours in

macists stenographers or nurses. The
act applies only to towns or cities
of a population of 3i00 or more ac-
cording to the last preceding1 federal
census. The law requires that suit-
able seats be provided for women
employes. Violation of the provis-
ions of tlie law by any employer shall
result in a tine of not less than 50
nor more than $200 or in imprison-
ment. There was no pressure for
this law by women employes in the
lines enumerated but on the other
hand it was opposed by some women
who feared that it might result In
their losing their places.
Highway Act.
The new highway law will be ef-
fective June 22. It provides for a
state department of highways a com-
missioner at a salary of $2400 a year.
an assistant engineer at a salary of
$1500 and a stenographer at $1.0oi).
This staff is to take the place of the
present highway department of the
state. The law provides for an elab-
orate system of road building and
incidentally for the collection of a
revenue from motor vehicles based
upon horsepower in lieu of other
taxes that have been assessed in the
past. The law contains some general
rules as to construction of culverts
and bridges that are expected to lining
about more permanent construction
and the outline of the duties of the
state department of roads and the
several county organizations seems
calculated to bring about a system of
state and county roads that will ulti
mately improve .the road system of
the state. The law provides for coun-
ty and township organizations and for
the expenditure of money by the
county commissioners for purchase of
tools machinery equipment and ma-
terials. U is noted that there Is al-
ready activity among manufacturers
of road building machinery and the
outlook is that a large supply of this
sort of equipment will be. available
when tho revenues shall be collected.
Cotton Gin Law.
The first section of the cotton gin
law declares that cotton gins are "pub-
lic utilities." The constitution per
mits issuance of bonds by cities for
construction of public utilities. Sena
tor Tiurford warned the senate before;'
the vote was taken that ths lan
guage was not exactly what was in-
tended but no language expert offer
ed an amendment and the provision
stands. It w'll probably not result

What the law means is that a cotton
gin Is a sort of miblic service aircnevrf
like a railroad.
This law provides that no cotton
gins may be maintained or operated
without having been licensed by the
corporation commission. The corpo
ration commission is given wide
powers in determining whether to per-
mit a gin to be established. It is in
tended in the Inception of the law to
make 'the ukase of the commission
final but an amendment was secured
which provides that the commission
must Issue a license upon a petition
signed by fifty farmers who want the
gin in their vicinitv. Tho object of
the framers of the law in the first
instance was to prevent a combina
tion of cotton gins from controlling
the territory and freezing out compe-
tition by cutting the nrice of cinnlni:
mil advancing the price of seed.

mission lias power to regulate the
business of cotton gins as it now
controls transportation and transmis-
sion companies.
Workmen's Compensation Law.
The workmen's compensation law
provides for the insurance by em
plovers of more than two workmen
engaged in hazardous employment

There is no state insurance provided
for and the guaranties may be on sev
eral plans. This law is to be ad
ministered by an industrial commis
sion of three to be. apiiointed by the
governor. The chairman of the com
mission snail receive $3mm) a year
and each of the other members $2-
."iOii a year. The law- will be effect-
ive July 1 WVt and the application
of it as between employers and em-
ployes shall be effective Sept. 1 1915.
