NO FREAK BILLS
Olio of the hopeful signs In the pres-
ent legislature Is the marked dispari-
ty in the number of bills being intro-
duced this session and the one two
years ago. On the tenth legislative
day in the Henate two years ago 14C
bills had been introduced. On the
same legislative day this year 7a had
been Introduced just half as many as
at the. preceding legislature which
lasted live months. In the houses two
years ago 234 bills had been Intro-
duced; this year 169. Many of the bills
treat of the same subject and not one
measure has yet reached the legisla-
tive hopper that might properly be
called an attempt at freak legislation.
There has been also an equally mark-
ed disparity In the number nnd the
length of speeches made in both
houses. The senate has gone so far
us to limit the length of a speech on
any one measure to twenty minutes
and no senator may speak on a single
proposition more than once.

A MERITORIOUS MEASURE
representative Harrison of Hughes
county has Introduced a bill In the
legislature which proposes the levy of
niillage tax for the support of the high
er educational institutions of the state.
We are not informed as to the pre-
cise terms of the bill but wo have long
held the opinion that the principle Is
the correct one to apply to the purpose
mentioned. As long as our state
schools are dependent upou the bien-
nial appropriations made by the legis-
lature they must be more or less of
ft football for legislators.
the plan proposed by Mr. Harrison
would remove the schools from the
uncertainties that they now face elim
inating the constant strife for support.
The school Issue would not be mixed
up with every other proposition that
confronts the law-makers and the
needs of these Institutions would bo
considered on their own merits. Man-
ifestly the change suggested would
not only be for the betterment of the
schools but would also relieve tho leg-
islature of a lot of work that takes
much time and often hampers tho law
mill In other ways.
The Harrison plan Is new in Okla-
homa but It has been tried out with
satisfactory results in other states and
it has the endorsement of numerous
authorities on education and law-making

ernor would follow the recommenda
tions of the bankers' association in

The new board will take charge im
mediately the old board having gone
out of power together with the retiring
state administration. It probably
will meet and organize within the next
few days.
All the members of the new board
are nctive bankers. Mr. Cornish Is
president of the McAlester Trust com-
pany of McAlester nnd although a
comparatively young man is well
known in banking circles. He is con-
sidered one of the most energetic
financiers In the state. Mr. Pings is
president of the Guaranty State bank
at Ardmore and is almost universally
known in Oklahoma. Tho third mem
ber of the board Mr. Gerlach is presi
dent of the bank ot Woodward and
lias been a member of the state outliv-
ing board for the last two years. He
w ill be the only hold over member on
the new board.
The other six men making up the
list of nine furnished to the governor
by the bankers' association were: II.

ers for bank commissioner. It was
recommended that Governor Wil
liams name one of them ror the posi-
tion. A constitutional provision how-
ever gives the governor power to
name the commissioner and tlte. report
is that he will overlook entirely me
list offered by the bankers. It is
thought likely that the new commis
sioner will be named directly after
Commisscioner I.ankford's term ex-
pires. February 2S.
Since the TexaOklahoma league
Is a thing of the past several citizens
of Durant headed by the former sec
retary of the club W. J. Head are
making an effort to reorganize the
league with such towns suggested as
Durant llonham Gainesville Green-
ville Ardmore Lehigh Ada etc.
with a salary limit or six hundred dol-
iurs per month and a team limit of
11 men. This plan seems plausible a
six hundred dollar limit with three
months of organized ball would not be
lard to handle by any of the towns
mentioned unu w nu mui nuim "
just as good ball would be had as was
furnished by the old T-O with Its ex
cessive salary limit and its bunch of
superannuated "hasneens" that was
the prime cause of wrecking the cir
cuit and made it impossible for pea
pie to render It support.
It is folly to believe that cities the
size of the ones mentioned aoove
could exist in organized baseball and
pay the salaries demanded by some
of the players who have performed In
the past. 11 is also a sufe bet that the
newly organized Western will have
several punctures in Its tire before
the season ends unless there happens
to be a bunch of "Angels" in some of
the towns in that circuit who desire
to maintain a high-salaried If not a
high-class bunch of ball players for the
glory of the cause. The plan for the
reorganization of the T-O along the
lilies mentioned witli a ban placed on
the "has-been" and a good clean bunch
of youngsters on each team with the
salary question settled would add
much to the season's pleasure in the
cities mentioned above. It can be done
and as there seems to be a determined
effort on the part of Durant and some
of the other towns mentioned more
may be heard from the proposition In
the future.
