NO APPROPRIATION.
Oklahoma City Nov. 18. Leases of
Yhool Winds in '(iklahoma all of
which will expire Jan. 1 1915 will
be allowed to run on .for another
year without formal renewal. This
was the decision reached by the
school land commissioners in (ses-
sion with three of the new members
of the commission. The three new
members were Governor-elect Wil-
liams Auditor-elect Howard and Sec-
retary of State-elect Lyon. The ac-
tion of the board is set forth in a
resolution drawn by Judge Williams
which is as follows:
Resolution Adopted.
"Yhereas. There is no available
appropriation to have the publii-
lands of this state reappraised for
rental or leasing purposes and
"Whereas The leases on said land
by their terms expire on Dec. 31
l!Ut.
"Now therefore lie it resolved that
the lessee or lessees of said land may
remain in possession of the parts
thereof occupied by such lessee or
lessees after the expiration of his
or her lease and the lessor pursu-
ant to the terms of section "SIT of
the revised laws or 1!H0. will accept
rent from such lessee or lessees and
that the said lessee or lessees there-
by renew his or her lease on the
same terms and at the same rental
that lie or she have occupied said
premises under such lease but such
renewal shall not exceed the jieriod
of one year provided that nothing
in this resolution shall be construed
as extending .any right or privilege
to the lessee or lessees other than
that given them by said section 3S17.
Re-ApPraisement Cost $100000.
It is estimated by the retiring
board and by the new members that
the cost of making reappraisement
as provided by law will be approxi-
mately $100"I. This reappraisement
should have been made this calendar
year but the legislature neglected to
make appropriation for it. The ap-
praisement will be made upon the
ground that if recommendations of
the commission be followed as mem-
bers of the commission are of the
opinion that the basis for rental Is

in need of changes. They realize
that there are instances where the
appraisal may be too high and they
are confident-that there are instances
where it is too low. It is believed
by persons informed in the matter
that a reappraisement of the lands
for the next five years' leasing will
result in increased revenues for the
schools as well as in corrections of
some inequalities in favor of the
lessees.
Officials who will be members of
the new school land commission are
taking lively interest in the relations
of the lessees and in the welfare of
the school funds under their control.
It is the idea of some new members
that there should he careful read-
justment of the machinery of the
school land office with the view of
making the force efficient in the
last degree and of effecting such
economies in administration as shall
be found feasible.
It Is the idea of these members
that the first thing to be done by
the new administration will be to
make a careful survey of the office
and its methods rather than to make
appointments of officials under the
present scheme of operation. It may
be that there will be some delay
in filling the offices of the school
land department owing to this desire
to' ascertain just what can be ac-
complished in efficiency and economy
in that department.

The freeze damaged the late cot-

The gin at this place has put out
716 bales up to Saturday night. It
is only running three days each week
now.
The light rains the past week were
very beneficial to wheat as it is
needing rain badly.
A large portion of this country will
be sown to wheat and oats next
year.
Mrs. Cobble Ledbetter is very low
but is reported to be a Utile better
than she was last week.
The inTant child of Elmer Noble
died last Wednesday evening.
T. S. Roberts mad- a business
trip to New Wilson last week. He
says nearly all the farmers are hold-
ing their cotton for better prices
and storing it in barns and outhouses
very little going to the warehouses.

Oklahoma City Nov. 18. Letting
the contract for construction of the
$l.riiMUmn capitol scheduled for De-
cember 19 is delayed indefinitely as
the result of action by the capitol
building commission Tuesday. I'nder
pressure brought by C. B. Kendrick
president pro tern of the senate and
J. 11. Maxey speaker of the house the
commission adopted a resolution re-
scinding its call for bids and cancelling
t lie advertising of the call that was
being run in The Oklahoma!! and the
Muskogee Phoenix.
Commissioners Pat Colliding and
Stephen Douglass voted ill favor of
the resolution. The third number
Commissioner W. I!. Anthony voted
against it.
Senator Kendrick in a statement
Tuesday night declared that the reas-
on he ii tul Representative Maxey. who
have absolute control over the capitol
building commission insisted on the
delay was that "provisions of the state
constitution would be violated were the
contract let before the legislature con-
venes. "The constitution provides that no
commission or department shall con-
tract a slate debt of more than $litOllilil
at one time" he said. "As just $7fi0-
pnil was appropriated by the last
legislature for the building it is ap-
parent that to let the contract now
would run the state into debt at least
$7ii.imi(1. The reason the entire $1-
'ihi.immi was not appropriated by the
legislature Is that an appropriation be-
comes void after thirty mouths. I'n-
doubtedly an additional $7f0000 will
be appropriated at the next session."
Senator Kendrick asserted that an
exhaustive investigation of the capitol
commission conducted by himself and
Speaker Maxey. showed that the cap
itol fund had been handled "wisely
and carefully" by the commission. No
unnecessary expenditures have been
made he said.
"There is no question us to the hon-
or and integrity of all three members
of the commission" he stated.
There will be no suspension of work
on the capitol as a result of the action
of the commissioners Tuesday after-
noon in rescinding its call for bids for
the construction of the building proper
according to anouiicement from the
office of the commission Wednesday

The work of laying the concrete
foundation and the floor of the sub-
basement started some time ago will
continue as fast as material can be ob-
tained it is said.
Contract for the erection of the build-

meeting of the legislature even though
the commission had preceded with its
advertisement for bids according to
Chairman W. B. Anthony.
"The action taken by t lie commis-
sion will have no effect on the work
now in progress and will not delay the
final erection of the building one day"
said Mr. Anthony.

Commission announces an open com-
petitive examination for editorial clerk
for men only on December 2 PJ14 at
the places mentioned in the list print-
ed hereon. From the register of ellgi-
hles resulting from this examination
certification will bo made to fill a va-
cancy in this position in the Bureau
of Foreign and Domestic Commerce
Department of Commerce Washing-
ton D. C at a salary of $1600 a year
and vacancies as they may occur in
positions requiring similar qualifica-
tions unless it is found to lie in the in-
terest of the service to fill any va-
cancy by reinstatement transfer or
promotion.
Competitors will be examined in the
following subjects which will havo
the relative weights indicate:

birthday on the date of the examina-
tion. I'nder an net of congress applicants
for this examination must be examin-
ed in the state or territory in which
they reside nnd must have been ac-
tually domiciled In such state or ter-
ritory for at least one year previous to
the date of the examination.
Each applicant will be required to
submit to the examiner on the day of
the examination an unmounted photo-
graph of himself taken within two
years. An applicant who fails to pre-
sent such photograph will not be ad-
mitted to the examination. Tintypes
will not bo accepted.
