Wreath Counterterrorism Caucus
ceremony responds to CAIR criticism
set for
Dec. 14

The Nancy Green Chapter,
Daughters of the American
Revolution is holding a
“Wreaths of Remembering"
ceremony II a.m. Dec. 14 at
Green Hills Cemetery.
They invite the community
to join them for the ceremony.
Anyone wishing to participate
may do so by sponsoring a
wreath (or wreaths) for the
ceremony. Wreaths will be
placed on undecorated graves
of Veterans.
The chapter takes this
opportunity to support the
Sapulpa High School Band in
their fundraising efforts by
purchasing wreaths from the
band. The entire purchase
price of the wreaths goes to
the band. Orders are due to the
band on Nov. 15 so they need
to receive your donation/order
monies by Tuesday, Nov. 12 in
order to finalize the chapter’s
order and return it to the
school.
If you would like to have a
laminated sponsorship card
attached to your sponsored
wreath(s), the sponsorship
cards are $2 each. They can
make it a "dedication" card if
you prefer. Wreath sponsors
will be included on the pro-
gram.
The Sapulpa ceremony is
one of over 425 participating
locations across the Nation.
The chapter's mission is to
remember, honor and teach
about the service and sacri-
fices of our veterans and their
families.

Representatives
OKLAHOMA CITY - State Rep. John
Bennett, chair of the Counterterrorism Caucus
of the Oklahoma Legislature, issued a state-
ment today in response to the criticism leveled
by the Oklahoma chapter of Council on
American-Islamic Relations to the seminar
being sponsored by the caucus on Friday. Nov.
I on the floor of the Oklahoma House of
Representatives.
This Friday, the caucus will sp< usor a high-
ly anticipated daylong seminar entitled. "Iran.
Hezbollah. and the Drug Cartels:
Counterterrorism Considerations." presented
by experts at the CLEET-accredited Center for
Security Policy.
The caucus issued the following statement
in response to CAIR:
"It is unsurprising that the state's chapter of
the Council on American Islamic Relations
(CAIR) would try to again intimidate the
Counterterrorism Caucus—and the legislators
and law enforcement officials from across
Oklahoma —in their desire to learn about the
rapidly-metastasizing nexus between the
Hezbollah and drug cartels with reach into our
communities.
"In the interest of the safety of Oklahomans,
we feel it is crucial to go ahead with the pro-
gram on November I. With nearly a century of
combined experience as practitioners of US
national security policy —including a former
CIA case officer, an Assistant Secretary of
Defense, and an Undersecretary of Defense for
Intelligence and Delta Force commander—the
credentials and expertise of Clare Lopez.
Frank Gaffney and Jerry Boykin, respectively,
are appropriate as trainers for the topics to be
discussed. We will ignore character assassina-
tion in the form of astro-turfed pressure and
agitation from outside the state.
"It's important to remember where criticism
of this program originates. Ow ing to its forma-
tion out of the Muslim Brotherhood- and
Hamas-directed Islamic Association for
Palestine. CAIR was named as an unindicted
co-conspirator in the nation's largest terrorism
financing trial. US v. Holy Land Foundation.
Further, its status has been reaffirmed, most
recently, by U.S. District Court Judge Jorge
Solis who (in a July 1,2009 ruling) maintained
that. ‘The government has produced ample
evidence to establish the associations of
CAIR... with Hamas.’
"In a 2009 letter to Senator Jon Kyi of
Arizona, the FBI stated that during the Holy
Land Foundation trial, "evidence was intro-
duced that demonstrated a relationship among
CAIR. individual CAIR founders (including its
current President Emeritus and its Executive
Director) and the Palestine Committee.
Evidence was also introduced that demonstrat-
ed a relationship between the Palestine
Committee and HAMAS, which was designat-
ed as a terrorist organization in 1995. In light
of that evidence, the FBI suspended all formal
contacts between CAIR and the FBI.
“Just this September, the Inspector General
of the Department of Justice blasted the FBI
for its failure to comply with a 2008
Congressional directive to cease its interac-
tions with CAIR. Significantly, however, the
IG report noted the FBI’s OKC Field Office's
commendable refusal to associate with the
group, ow ing to its links to Hamas, the Muslim
Brotherhood, and several of its former employ-
ees' terrorism convictions. NOTE: See
attached FBI letter.
"In a 2010 article in The Edmond Sun. the
FBI stated that. ‘CAIR has been advised of the
reasons behind our suspension of formal part-
nership... These reasons include the fact that
CAIR was named an unmdieted co-conspirator
in United States v. Holy Land Foundation and
CAIR's failure to answer our questions about a
connection between their executives and
Hamas. Until these questions are answered, the
FBI does not consider CAIR an appropriate
partner for formal liaison activities.'
"W'e couldn't agree more. The
Counterterror Caucus of the Oklahoma
Legislature looks forward to sponsoring the
planned event this Friday."

OPH&W has made the assertion of several
large claim payouts to county employees a
higher than normal statistical average
"I work with an employer that has 700 plus
employees. They only have five employees
there that are large benefit in excess of $25,000
claimants. You have 187 employees and we
have surv eyed 155 of those and w e don 't see the
large claims. You have the usual 'Oklahoma'
health issues, overweight, high blood pressure
and diabetes, I just can’t believe the thirty we
haven't surveyed yet could be the source of
high claims." Taylor said.
Commissioners scrambled to find a copy of
the three year old OPH&W contract. The
County Clerk 'ennifer Mortazavi retrieved what
may be the vole contractual document in coun-
ty possession for review. Board members felt
that there was an issue with the in-place con-
tract failing to come before the board for
aproval and review annually as is normal proce-
dure for most long term contracts.

until the 2010 contract with OPH&W could he
reviewed by the District Attorney's Office.
Just moments after the BOCC meeting
adjournment, an informational fax was received
from OPH&W at 10:45 a.m. Monday in
response to a Commissioner's request for infor-
mation about terms and conditions for terminat-
ing OPH&W's service to the county.
"They want a 60 day runout plus 30 days
prior notice." Commissioner Newt Stephens
said.
In addition OPH&W proposed that the coun-
ty pay -out $240.000 in run out costs, but did not
provide an itemized bill to justify the nearly
quarter million dollar expenditure. "Where is
this dollar number coming from?" a shocked
Stephens asked.
"We really need to ask for an itemized bill,"
Commissioner Rick Stewart added. Taylor, after
asking for a copy of the contract, and the faxed
money request, stated that his company would
request and eventually receive from OPH&W a
full audit of the services OPH&W has rendered
and the contractural conditions of the county's
health plan provider.
