sional investigation into frauds and ir-
regularities in naval armor plate began
yesterday with open doors. Repre-
sentative Dunphy stated his Informa-
tion came from documents sent to the
departments from oiHcial papers and
from the newspapers. Mr. Dunphy's
/statement detailed the early discovery
of irregularities aud the investigation
made by the navy department, which
led to the lining of the Carnegie com-
niyrupli puny, lie said armor plat# had been
tested at the Indian Head proving
