Health.
Editors Times-Journal:
The following are quotations from
the Medical News, a medical journal
published in Philadelphia on Dec. 30,
1893:
"There is no more accurate guage
of the state of civilization actually at-
tained by cities than their compara-
tive mortality tables." It is the pre-
cise indication of the success of science
and of civilization.
In a general way, subject- to incon-
siderable exceptions and modiilcatious
the higher the death rate the greater
the social and governmental sins of
seldshness and recklessness.
There is no reason except a dis-
graceful reason why New York allows
a death rate of 7.36 higher than that
of London. What does this mean ex-
cept that New York permits the un-
necessary deaths of 6630 of her citi-
zens every year?"
In speaking of the great difference
in annual deaths of cities of our
country similarly situated, the article
quoted from sayc: "These difference s
are a profound reproach to the city
boards of health, to the city govern
menu aud to all public spirited citi-
zens. "
Again it says: "If London cared as
little for the lives of her citizens as
New York seems to care for hers
there would die In that great city
every year 21,524 people more than at
present die."
After speaking of cities where 11,-
550 are murdered every year by tilth,
and proving It by comparison with
cities where the city fathers aud
boards of health understand the
blessings of cleanliness, it says. "This
is the cost of criminal negligence of
the known laws of health "
To say of a city, "It is a city oT
health," is another way of saying"it is
clean." Any city can be clean—this
makes it cruelly shameful when the
death rate is high. Citizbn.

Scott against the fleld, and while it !s
not perhaps our put in we do think
the department could not select a
more capable, reliable man for the
position. His enemies urge against
him the fact of his Indictment and
trial for the killing ot the colored man
at Shawnee town a couple of years ago
and endeavor to make it appear as if
therej was politics mixed with th*
killing. That idea is foolishness, and
can only gain credence with persons
entirely ignorant of the facts. The
testimony of eye witnesses demon-
strated beyond the shadow of a doubt
that the killing was absolutely in
self-defense and the evidence was so
conclusive that on the recommenda-
tion of the prosecuting attorney Judge
Scott instructed the jury to bring in
a verdict of acquittal. He did what
probably ninety-nine out of a hun-
dred would have don* under similar
circumstances, and it is unfair to
make aueii a tight upon him because
of it. Fair play is a jewel, and the
captain is entitled to it at the hands
of bis' countrymen. If he is beaten
