Notwithstanding: the fact that all
cf the details concerning the Victory
Liberty loan have not yet been an-
nounced by Secretary Glass of the
United States treasury, it is certain
that the campaign for subscriptions
to the bonds will open the latter part
of-April, or about the 21st.
The loan is to raise enough money
to enable the government to finish
the big war job by footing the bills,
bringing- home the boys from over-
seas and readjusting affairs to a
peace basis as quickly as possible.
The Vitcory bill enacted by con-
gress, authorizing the Liberty loan,
is so broad in its essential provisions
as to enable the secretary of the
treasury to offer most attractive
bonds or notes for the American peo-
ple to invest their money in. But the
amount of the loan, the rate of in.
terest and the kind of bonds or notes
to be offered are matters that are to
be announced later.
The important matter at hand at
this time, however, is for the people
of the tenth federal reserve district,
who have prospered during the war
as never before, to get their finances
in shape to invest in Victory Liberty
bonds to the limit of their ability
and thus help get the war job fin-
ished and out of the .vay.

protection of game birds in the spring

rest recently of several sportsmen at
Han I«ake. A meeting of the Intiv-
state Sportsman's l>rotect.ive associa-
tion will be held in Kansas City, Mo.,
March 14, to take steps to help In
the defense of these hunterB, and to
make a test of the case.
The association is urging th(1 pass-
age in the Missouri legslature of a
hill introduced by Senator Hrogiui of
rit. Louis, to prohibi t any person,
pretending to act under the authori
ty of the I'nited States, to arr««t
any person for killing, transporting
or having in his ]>ossession any game
birds.
The Italian financiers who suffijeBt
immense lotteries to pay off the cast
of the war will pardon Americana for
saying that they prefer Libert-
loans.

For an exhibition of crass selfish,
r.ess born of ignorance which charac-
terizes most of those good souls op-
posed to the government's efforts to
make a clean nation by eradicating
the veneral diseases, one should turn
to that mayor of a western city
v.hose slogan is "Run 'em out of
town."
That sort of stupidity has marked,
for years, the spasmodic efforts of
pseudo reformers to think that by
driving vice out of sight it ceases to
■xist.
Everyone, reformer and scientific
anitarian alike, are agreed that the
stronghold of veneral disease, which
only now we are beginning to see
are such a menace to the nation, is
prostitution. , Eut to fine the prosti-
tute or to jail her does not make her
less a prostitute nor less a source of
infectious danger "to the community
that harbors her.
"Run 'em out of town!" The same
cry was raised when, not long ago,
a leper escaped and sought a place
of refuge. Ho was run out of towns
with shotguns, but his leprosy still
persists.
To those short-sighted and fear-
some seekers after peace for them-
selves at whatever cost to others and
whose creed is summed up in the slo-
gan "Run 'em out of town," we com-
mend the wise warning of Lecky
about the profesional prostitute:
"On that one degraded and ignoble
form are concentrated the passions
that might have filled the world with
shame. She remains while creeu's
and civilizations arise and fall, the
eternal priestess of humanity, blasted
for the sins of the people."
No, a scientific campaign against
prostitution may be cold-blooded and
prefer science to sentiment, but it
can have nothing to do with any
fallacious "Rnn 'em. out of town''
remedy. The message the U. S. pub-
lic health service has to deliver is
not one of condemnation, butf of
hope; not hate, but helpfulness.
