Why should there be the slightest
hesitation over breaking up this sort
of treason?
Attain, reliable cablegrams are to
the effect that neutral nations of Eu-
rope are greatly alarmed over talk in
America of an embargo upon food-
stuffs against countries through which
the food might reach Germany. The
food speculators in these countries
are reaping enormous profits in ma-
nipulating food prices that they are
afraid that Uncle Sam will in effect
commandeer food exportation in his
great work of feeding the allies. This
is just what he should do.
When we accepted Germany's war
challenge and decided to make com-
mon cause with the allies against Ger-
many we declared for the allied policy
of "starving out" Germany. No one
is fool enough to suggest that it
should be one of our policies not to
interfere with Germany getting food
produced by us.
War business is war business. It
is our first business to feed our allies
and ourselvos, not the neutrals, and
upon every pound of food we produce
beyond what is absolutely needed for
our own purposes, our allies should
have first call. If Sweden, Norway,
Switzerland, Holland and Spain be-
come awfully hungry, it is none of
our war business. To permit our
food to go to neutrals to make their
speculators rich is folly.
If the neutrals want food, let them
join the ranks of those who are com-
bating the unrestricted destruction of
food by German submarines. The
alternative may seem a tough one
1o them, but all war measures are
tough.
The neutral at *hia stage of the war
business is the "innocent bystander"
who always gets the worst of it.
Uncle Sam is perfectly justified in
objecting to a dollar's worth of his
food reaching others than his part-
ners and himself in the war business.
We certainly will be the "idiotic Yan-
kees" that Germany has said that we
are if wo do not prevent any of our
produc ts reaching the enemy.
Fight, with us or eat with Germany,
should be our attitude to neutrals.—

the head of the naval consulting
board that an invention has been per-
fected that will end the submarine
menace and that within a few months
submarines will be driven from the j
Oceans, is interesting but not convinc-1
ing.
Frankly we are not only skeptical,
we simply don't believe it.
Just why it should be announced
to the world, including Germany, i
that the submarines are doomed to
destruction within a few months, is
something we cannot figure out. We
doubt whether anybody etse can fig-
ure it out, including the man who j
made the announcement.
It is significant that this statement
was not made by the secretary of the
navy, but by the head of a semi-!
official board.
The effect on the country of such j
a premature, cocksure statement can-
not but. be bad.
It will be time enough to boast of
what we are going to do to the Ger-
man submarines when we have started
to do it.
