$75,000,000 a year, and a conservative j
estimate says that only oin*-tliir l of •
available land is cultivated, this being '
due largely to its iuaeccaaibiiisy. I'm ]
good roads through these lands, thus
making tbem accessible, and the in- !
come from farm products would neces-
sarily double itself. For the sum of
$1.0*>0,000 Virginia could have a per- '
fort system of roads and make at least
$r 0,(xnj.oou on the investment. Thin
does not include the increased taxes
she would get from the raised value of
real estate which would inevitably fol-
low in the wake of a perfected road
system.
Take into account also the wear and
tear on teams, an inevitable result of
poor mads. It ia significant that the
railroads are spending money and time
in this movement. Why? Is it because
they are patriotic or is it because they
wish to draw business from the ronn
try? It is hardly ne^suary to explain
their motive. They themselves udmit in
their bulletins thnt it is through '•Intel-

of our civilization. (Jood roads are the
rivulets that swell the great streams
of commerce that How out to every
country and distribute the products of
our Holds, factories, forests nnd mines
The government of the ('tilted States
has never failed to respond to the d<.
mauds of the eonntry in the improve-
ment of Its rivers and harbors. Mil-
lions of dollars, for Instance, have been
expended on Sault Ste. Marie that con-
nects l.ake Superior with Lake Huron,
all within the state of Michigan. The
Ironmasters and the copper kings of
the country and the grain growers of
tlic northwest have been mainly bene-
fited by the Improvement of this great
waterway. No one objects to it. It is
a proper expenditure to develop the
great material interests of the north-
west. But this expenditure is limited
in its scope nnd benefits.
The great harbors along the Atlantic
seaboard and on the gulf const have
cost the country hundreds of millions
of dollars. These improvements also
are to be commended. The Improve-
ment of the various harbors and rivers
for the past seven years has cost $130.-
nor .48T,. hut not one dollar has l*en

common roads.
