to be expended in the interest of
commerce.
In a general review of the river
and harbor bill the National Riv
ers and Harbors congress says.
"But this is the time not for the
relaxation but rather for the re-
doubling of effort. Much has been
accomplished but much remains to
be done. The waterway cause has
enemies as well as friends and our
very successes are bringing increas-
ed opposition both open and secret.
The congress of the United States is
responsive to public opinion and the
work of the National Rivers and
Harbors Congress which is that of
creating an Intelligent and forceful
public opinion regarding the benefits
of improved waterways must be
continued until a great national sys-
tem of improved waterways has be-
come an accomplished fact."
While the new democratic admin
istration proposes to be economical
it is well understood that economy
is not to be practiced at the ex
puense of great public interests. The
I Panama Canal is to be completed and
! maintained with a proper garrison of
troops; river and harbor works are
to continue unuer tne present an-
vantageous program; an adequate
navy will be provided and efforts
will be made to establish a military
policy which will Improve the present
mobile army of infantry and field
artillery. Owing to the depletion of
the infantry to garrison Hawaii and
the Canal Zone there is a demand
for an increase of that arm of the
national defense.
The present day fashion in facial
! adornment for men is reflected In
t he cabinet of President Wilson in a
'most Impressive manner. All are
i smooth-shaven with the exception of
I Attorney General McReynoIds and
Secretary of Commerce Redfield. The
! former has a 'perfectly good black
moustache while Mr. Redfield dis
plays a hirsute adornment not uuliko
the youth of Piccadilly sported In the
days of William Makepeace Thack-
eray. When the members group
themselves about the cabinet table
the Secretary of Commerce looms up
to use a jaded figure like Mars at
Perihelion.
Thirty-two states have ratified the

ment to the constitution only four
more states being needed to make it a
part of the historic document. Sup-
porters of the amendment are hopeful
that it will be ratified this spring
in which event it would put a stop
to the fruitless balloting now going
on for two senators in Illinois. Should
its ratification come early the people
of Illinois would be called upon Im-
mediately to express their choice at
the polls in order that the state may
have its proper representation in the
upper branch of the national legisla-

STUDENTS.

The name of W'oodrow Wilson pres.
ident of the I'nlted States heads the
honorary committee 011 the Eighth
International Congress of Students
("Corda Frntres") to be held at Cor-
nell University Ithaca N. Y. August
29 to Soptember 13. Other promi-
nent Americans on the committee are:
Governor William Sulzcr of New
York; Dr. P. 1. Claxton United
States Commissioner of Education;
John Barrett director general of the
Pan-American Union; Hamilton Holt
editor of "The independent;" Mayor
William J. Gaynor of New York City;
Edwin D. Mead of the World Peace
Foundation; Samuel T. Dutton of tho
American l'eaoe Society; together
with tho presidents and other offi-
cers of many of the leading univer-
sities of the country.
The "Conla Fratres" or Interna-
tional Federation of Students was
started In Italy in 1S9S and now has
affiliated organizations in many Euro-
pean countries and in both North and
South America. The principal aim of
tho federation is "to support and
spread the idea of unity and brother-
hood among studnets" without regard
to their religious or political beliefs.
At the last congress held in Rome
in 1911 the Tinted States was se-
lected as the meeting place for 1913
and It was determined to take up at
this time a plan for developing an
all-embracing world organization of
students In the higher Institutions
of learning.
An elaborate program of entertain-
ment has been arranged for the for-
eign delegate. Upon their arrival
at Boston they will start on a tour of
the principal points of historical in-
terest in New England and New York
In New York City they will be the
guests of the American Peace So
ciety and at Albany they will be ten-
dered a reception by Governor Sulzer.
After the deliberations of the con-
gress at Ithaca are over tho dele-
gates will proceed to Philadelphia
and later to Washington where they
will be honored with a reception In
the Pan-American building and will
be presented to President Wilson.
The Cornell Cosmopolitan Club is
making arrangements for the con-
gress and will act as hosts to the del-
egates in their hnndsome club house
nt Ithaca. A general Invitation has
been extended to all student organ
Izations in the .world to send dele-
gates to the congress.
