Washington March 18 Instructions
to tne American officers in Europe
to secure courtesies from the foreign
governments for the American com-
mission which is to visit Europe this
spring under the auspices of the
Southern Commercial Congress to

issued today by Secretary of State
William Jennings Bryan.
Before leaving office Secretary
Knox gave the state department's ap-
proval to the rural credit Investiga-
tion but since that time the Ameri-
can commission has received appro-
val by congress and President Wil-
son which gives it a semi-official
status. In his Instructions Secretary
Bryan points out that congress has
appropriated $23000 for the expensed
of several commissioners who will
be appointed by President Wilson to
co-operate with the American com
mission. No salaries will be paid
to these commissioners. Congress
also passed a joint resolution dlrec:
!ng the secretary of state "to he-
speak for the proposed American
commission the diplomatic courtesies
of the various European govern
ments." In carrying out these direc
tions Secretary Bryan has instructed
the American ambassadors in Europe
to secure for the commission "such
courtesies and assistance In the line
of Its endeavors as it may be possi
Me to obtain" and adds "it will be
seen that by this joint resolution
the commission under the direction of
the Southern Commercial Congress is
given semi-official standing."
This act of Secretary Bryan raises
the American commission to the
standing of a semi-official body ani
assures it every facility that can be
extended by the European govern
ments for the conduct of its investi
gations. The commission is direct
ed uy congress to submit to that
body a report on the subject of ru
ral credit systems and the question

girl the sole support of a mother and
three young children compelled to
make thirty-six kimonos a day in or
der to earn $6.00 a week. To do this
she toiled desperately from 7:30 In
the morning to 9 o'clock at night
