Congressmen are aroused over the
widely published ir.tervied credited
to the postmaster generla. They
are maUng no secret of a discuss-
ion of plans to bring the postmaster
general to account for his state-
ments. The ixmmaster general is
saving nothing tut it is tajd be U
standing behind some heavy guns
primed and waiting for the skirmish.
Th'-re promises to be a lively
fight. The postmaster general's al-
leged statements aave been con-
: Btrued as a blow not only to mem-
bers of congress who did exten-
sive franking but to the fule
I Bcheme of politics.
' It is understood Mr. Hitchcock
I has prepared a recommendation to
I congress for the abolition of the
congressional frank and the use of
free requisition stamr& instead. Mr.
Hitchcock is armed with figures and
a number of alleged instances of
abuse of the franking privilege. Sti-
tisticn on franked mail have been
compiled for the pre-elepction period
in this camjiaign and the last cam-
paign. "The unrestricted manner in
which the- frankfhg privilege is now
being used by the several federal
services and by congress has laid
It open to serious abuses a fact
clearly established through invastl-
gations recently instituted by the
department" said Mr. Hitchcock.
While it has been impossible with
out a better control of franking to
determine the exact expenbe to the
government cf this practice there
can (be no doubt that" it annually
reaches into millions."
Records of the department for the
last fiscal year show that the de-
partment would have ad a surplus
instead of a deficit had the frank-
ing privilege been restricted or
had the amount of franked niterlal
not been many times greater than
In iast years. It is declared that
many speeches and one whole cam-
paign textbook were inserted in
tho Congressional Record simply to
make them mailable tinder frank.
According to figures of the post of-
fice department the service handled
during the last fifxial year over
three hundred and ten millions piec-
es of franked and free mail weigh-
ing more than sixty-one million
pounds. It Is estimated that the
ordinary rate of postage on this
would have nteted $20000oni).
